Eligibility

Who is eligible?

  • Incorporated for-profit businesses in Canada.
  • Not-for-profit organizations supporting the quantum ecosystem.
  • Post-secondary educational institutions, accelerators, incubators, angel networks, Indigenous organizations, industry associations, and consortia.

Eligible expenses

  • Labour costs, including wages and benefits.
  • Capital costs such as machinery and equipment.
  • Project-related operating costs, consulting, subcontracting, and specialized services.
  • Intellectual property protection, preproduction, and promotional materials.

Ineligible Costs and Activities

  • Basic and applied R&D at TRL 1-6.
  • Land acquisition, goodwill, debt refinancing, and asset depreciation or amortization.
  • Entertainment, lobbying, donations, dues, and membership fees.
  • Salary bonuses, dividend payments, and purchases above fair market value.

    • EOIs are accepted on a continuous intake basis until funding is fully allocated.
    • Applications are reviewed through the program’s competitive process.

  • Applications are evaluated on program objectives and the applicant’s ability to help advance and commercialize quantum solutions.
  • Assessment considers market potential, management capability, financial capacity, economic impacts, technology readiness, and regional priorities.
  • Funding is not guaranteed and is subject to the competitive review process.
  • Repayable funding terms apply after approval for projects receiving repayable assistance.

  • Priority may be given to projects supporting clean economic growth.
  • Priority may be given to projects that advance diversity, equity and inclusion.
  • Eligible not-for-profit organizations undertaking commercial projects will normally receive repayable funding.
