- Labour costs, including wages and benefits.
- Capital costs such as machinery and equipment.
- Project-related operating costs, consulting, subcontracting, and specialized services.
- Intellectual property protection, preproduction, and promotional materials.
Ineligible Costs and Activities
- Basic and applied R&D at TRL 1-6.
- Land acquisition, goodwill, debt refinancing, and asset depreciation or amortization.
- Entertainment, lobbying, donations, dues, and membership fees.
- Salary bonuses, dividend payments, and purchases above fair market value.

- Repayable funding terms apply after approval for projects receiving repayable assistance.
