Eligibility
Who is eligible?
- Associations touristiques sectorielles (ATS)
- Associations touristiques régionales (ATR)
- Regional or provincial associations aimed at tourism development, and regroupments of these clientèles
- Regroupments of organizations represented by one of the eligible clientèles above, including for-profit organizations, non-profit organizations, cooperatives, recognized Indigenous communities and nations, Indigenous for-profit and non-profit organizations, and municipal entities
Who is not eligible
- State-owned enterprises, and ministries and bodies of the governments of Quebec and Canada
Eligible expenses
- Fees for specialized firms or consultants
- Travel expenses, general expenses, and salaries and social benefits of human resources specifically tied to the project, within public-service rates
- Capital expenditures for equipment, and the production or purchase of tools and equipment
- Distribution costs to businesses, and purchases of materials, software, mobile apps, ERP systems, and e-commerce software
- Training fees for human resources responsible for or linked to project implementation, and net taxes related to eligible costs
Ineligible Costs and Activities
- Working capital, debt service, operating losses, capital losses, and capital buyback
- Compliance, asset maintenance, and regulatory conformity costs; land, building, and facility purchase or rental; technological infrastructure costs; donations and in-kind contributions; asset transfers; and cost overruns
- Costs financed by another government lever, including actions listed under the ATR and ATS mandates
- Legal fees; the Quebec sales tax and goods and services tax portions and other reimbursable costs; financing fees; usual maintenance and operating costs; lobbyist remuneration; promotion, advertising, and marketing costs
- Pre-commitment costs; sales commissions on online sales or reservation platforms; current operating and management expenses

Selection criteria
- Project relevance, including the issue addressed, the innovative approach, strong partner involvement, and response to business needs
- Project impacts, including the number of tourism businesses affected, concrete financial benefits, and the planned sharing and dissemination of results
- Viability and feasibility, including a realistic timeline, quality of the documents provided, applicant expertise and experience, and long-term sustainability
- Sustainable and responsible development, including integration of sustainable principles in project design and delivery and support from the tourism community
How to apply
- Complete the pre-eligibility form and submit it to the advisor responsible for managing the agreement.
- The advisor will contact you to discuss the project and confirm whether it is eligible for the program.
- Once eligibility is confirmed, complete the Formulaire d’aide EPRTNT 2025-2027 – Projets collectifs.
- Return the completed form and all required documents to the program advisor.
Processing and Agreement
- Tourisme Saguenay–Lac-Saint-Jean verifies project admissibility and may request clarifications from the applicant.
- The project is then analyzed for relevance and financial aspects.
- The management committee reviews the file confidentially, hears a brief presentation from the project leader, deliberates, and selects projects.
- The committee recommends projects to the Minister of Tourism; selected projects receive an announcement or refusal letter, and retained projects sign a financial assistance agreement.
- The beneficiary must complete the project by 31 March 2029, present the conclusions in a project summary, and share the developed solutions, results, or tools with industry businesses and partners.

If the applicant operates tourist accommodation, it must comply with applicable laws and regulations and hold a registration number.
