Who is eligible?

• Incorporated businesses
• Indigenous-owned businesses or organizations
• Other entities supporting defence or dual-use SMEs, in exceptional cases

Who is not eligible

• Businesses that are not incorporated
• Organizations not operating in British Columbia
• Businesses not in defence supply chains and not positioning to join them

Eligible expenses

• Wages and benefits for new positions
• Equipment, machinery, and infrastructure
• Professional, advisory, and technical services
• Pre-production, commercialization, and market development costs
• Testing, R&D, certification, and defence capability development costs

Ineligible Costs and Activities

• Salary bonuses and dividends
• Entertainment expenses
• Refinancing existing debt
• Asset amortization or depreciation
• Lobbying, membership fees, and donations

• British Columbia

• Alignment with program objectives
• Alignment with military priority areas
• Clear and lasting economic benefits for British Columbia
• Strong governance and financial capacity
• Technology readiness level and Buy Canadian alignment, where applicable

• Step 2: Prepare application materials
  • Complete the online application in the PacifiCan portal.
  • Prepare the mandatory supplemental form, detailed budget worksheet, and financial statements.
  • Complete the Technology Questionnaire if applying for technology commercialization.
  • Gather written confirmation of funding from all sources.
• Step 3: Submit through the portal
  • Upload all application forms and supporting documents.
  • Submit the application through the PacifiCan application portal.
• Step 4: Follow up if needed
  • Contact PacifiCan with any questions.
  • Check application status in the portal after submission.

• Eligible and complete applications are assessed against program criteria.
• For innovative projects, a technical assessment may be completed by the National Research Council’s Industrial Research Assistance Program or by another external party contracted by PacifiCan.
• Information provided by applicants may be shared with other federal departments and agencies, provincial/territorial governments, and/or municipal governments, for the purpose of reviewing projects and determining eligibility for other Government of Canada programs.
• Funding decisions depend on program priorities and budgets.
• Submitting a full application does not guarantee funding.
