• Applicants whose loss source was outside the artificial flooding area
• Claims for buildings or structures excluded by Water Resources Administration Act orders

Eligible expenses

• Repair costs for damaged real or personal property
• Replacement costs for damaged real or personal property
• Wage or salary losses
• Business income losses
• Extraordinary working or business-related expenses

Ineligible Costs and Activities

• Property damage claims when no artificial flooding occurred that year
• Claims for damage or loss outside the artificial flooding area shown in the floodway report
• Upgrades, improvements, or enhancements to damaged property, except when required by building codes or provincial standards
• Claims for property or losses tied to buildings or structures excluded under Water Resources Administration Act orders

Eligible geographic areas

• Manitoba

• Step 1: Prepare the claim
  • Complete the compensation application using the form supplied or approved by the Emergency Measures Organization.
  • Include a preliminary estimate of the damage or loss.
• Step 2: Submit the claim
  • File the application with the Emergency Measures Organization.
  • Provide the required supporting documents and information.
• Step 3: File the schedule of loss
  • Submit the schedule of loss within the required timeframe after the application is filed.
  • Provide any additional documentation requested by the Emergency Measures Organization.
• Step 4: Review and inspection
  • Cooperate with the property inspection and claim review process.
  • Allow access to supporting records and property inspections as needed.

• After submission, the Emergency Measures Organization inspects the damaged property and reviews the claim details.
• Additional documents or information may be requested during claim processing.
• A compensation statement is issued showing the award amount, calculation, and any reductions.
• The claimant must accept, dispute, or request a short extension within 30 days.
• If accepted, payment is issued; if disputed, the claimant may appeal to the Disaster Assistance Appeal Board.
