Who is eligible?
- Organizations located in Canada.
- Indigenous organizations, including incorporated for-profit and not-for-profit Indigenous controlled organizations, Indigenous-controlled unincorporated associations, Indian Act Bands, tribal councils and self-governing Indigenous entities.

Selection criteria
- Projects led by an Indigenous organization

- Projects that provide opportunities for Indigenous community members targeted by the project to actively contribute to the project’s design and implementation

- Organizations in Designated Communities apply for project funding by contacting their local Community Entity.
- Organizations outside Quebec seeking Indigenous Homelessness funding contact their local Indigenous Homelessness Community Entity.
- Quebec-based organizations seeking Indigenous Homelessness stream funding contact the Reaching Home program directly.
- Organizations in the territorial capitals apply by contacting their Community Entity.
- Organizations outside the Designated Communities, Indigenous Homelessness communities and Territories apply by contacting the non-designated Community Entity in their region.
Processing and Agreement
- The local Community Entity is responsible for the selection, approval and management of projects.
- Communities receiving funding from the Designated Communities or Territorial Homelessness stream must submit an annual report each year.
- Designated Communities and territorial capitals must use HIFIS or an equivalent HMIS and implement, maintain, and improve a Coordinated Access system and an Outcomes-Based Approach.
- If your organization is subject to the Act respecting the Ministère du Conseil exécutif, ESDC will give you a reasonable amount of time to obtain the authorization of the Government of Quebec before signing an agreement; if you cannot obtain it within a reasonable timeframe, your application could be withdrawn.
