Overview
The RCM de la Mitis — RenoRegion Fund (SHQ RénoRégion) offers a grant of up to $20,000 or $25,000 (depending on household income) to help low- and modest-income owner-occupants in eligible rural municipalities fix major defects in their principal residence. Eligible work includes major repairs to exterior walls, doors and windows, balconies/porches, roofing, structure, electrical, plumbing, heating, and thermal insulation, completed by a properly licensed contractor with prior authorization from the municipality or MRC.

- Major repair projects to correct serious defects in an owner-occupied primary residence located in an eligible rural municipality.
- Projects to fix major defects related to the building envelope (exterior walls, doors and windows, balconies/verandas, roof).
- Projects to correct major defects affecting the building’s structure.
- Projects to remedy major defects in essential home systems (electrical, plumbing, heating).
- Projects to address major thermal insulation deficiencies.

Eligibility
- The applicant must be an owner-occupant (homeowner) and the property must be their primary residence.
- The applicant must be part of a low- or moderate-income household, within the program’s maximum income threshold (varies by household size and region).
- The residence must be located in an eligible rural municipality (as defined by the program).
- The building must have no more than two dwelling units (including the owner’s unit) and meet the municipality/MRC’s maximum eligible standardized property value.
- The project must address at least one major defect confirmed by an SHQ-accredited inspector and the work must be carried out by an RBQ-licensed contractor, with authorization obtained before starting.
Who is not eligible
- Businesses (the program targets owner-occupants of residences; no eligibility provided for a business).
- Organizations whose targeted housing is located in the cities of Gatineau or Laval, or in the urban areas of Longueuil, Montreal, and Quebec City (non-eligible territories).
- Organizations whose targeted housing is located in a northern village (non-eligible).
- Organizations whose targeted housing is located on an Indian reserve (non-eligible).

- Repair or replacement of projections (galleries, balconies, etc.).

Eligible geographic areas
- Eligible municipalities with fewer than 15,000 residents.
- Municipalities located in the Gaspésie–Îles-de-la-Madeleine administrative region (Quebec).
- Municipalities with 15,000 residents or more that are not served by a municipal water (aqueduct) or sewer network.
How to apply

Verify basic eligibility
- Check that you are an owner-occupant and that your household has low or modest income
- Ensure your home is your principal residence and has at most two dwelling units
- Verify that your residence is located in an eligible municipality (rural area)

Validate property value
- Confirm the building’s value is below the maximum standardized value set for the territory (cannot exceed $150,000)
- Use the municipal assessment notice to calculate the standardized value

Get the home inspected
- Have an SHQ-accredited inspector confirm the presence of a major deficiency during a home visit

Plan eligible work
- Ensure planned work corrects major deficiencies (e.g., roof, structure, plumbing, electrical, heating, insulation)
- Select a contractor holding the appropriate Régie du bâtiment du Québec (RBQ) licence

Obtain authorization before work

Additional information
- An accredited SHQ inspector must confirm the presence of an eligible major defect during a home visit.
- The uniformized value of the dwelling is calculated by multiplying the building value (excluding land) by the comparative factor shown on the municipal assessment notice.
- Repairs must be carried out by a contractor holding an appropriate licence from the Régie du bâtiment du Québec (RBQ).
- The owner must obtain authorization from the municipality or the MRC before starting the work.
