Eligibility
Who is eligible?
- Registered owners of the Site that is the subject of the application.
Ineligible Costs and Activities
- Construction and design costs.
- Community benefit charges, development charges, and parkland dedication fees except where exempt through provision of affordable housing.
- Administration fees, appraisals, inspections, legal fees, discharge and registration fees, plus applicable taxes.
Eligible geographic areas
- Sites wholly located within Sub Area 1 – Rapid Transit Housing Area of the Housing for Hamilton Community Improvement Project Area (HHCIPA).
Selection criteria
- City Council or its delegate may reject an application if the development is not supported by City Council.
- Applications may be rejected if the City determines there is a financial risk based on the Applicant’s ability to complete the development.
- Applications may be rejected where there is credible information of recent or repeated illegal activity related to the Applicant.
- Applications may be rejected if the commercial relationship between the City and the Applicant has been impaired, including by litigation with the City.
How to apply
- Submit a complete Program application to the Healthy and Safe Communities Department through the Housing Secretariat.
- Include the required documents and information identified within the Program’s application form.
- If applying for a Forgivable Loan, submit any information requested to assess financial capability and potential financial risk.
Processing and Agreement
- Housing Secretariat staff, with Economic Development Division staff as required, review applications for eligibility under the HHCIPA, HHCIP, and Program terms.
- The City conducts due diligence on the Site and the Applicant before any recommendation to City Council or its delegate and before any grant payment or loan advance.
- No decision is made until a building permit is issued for all Eligible Rental Unit(s) required for eligibility.
- For Forgivable Loans, the Applicant must make a written request for the loan advance and enter into a Forgivable Loan Agreement with the City before the advance.
- The Housing Secretariat may require the Forgivable Loan Agreement to be registered on title immediately upon execution.
Additional information
- The program is available as a result of the Canada Mortgage and Housing Corporation’s Housing Accelerator Fund.
- The Healthy and Safe Communities Department, through the Housing Secretariat, periodically reviews the terms and availability of the program.
- City Council may discontinue the program at any time, but approved applications continue subject to the program terms.
