- Any other document deemed necessary to understand the application and assess compliance.
Eligibility
Who is eligible?
- Owners of an eligible building.
- A syndicate or owners’ association when the building is a condominium managed by that syndicate or association.
Who is not eligible
- Buildings owned in whole or in part by the City, a provincial or federal government, a public or parapublic corporation mainly appointed or funded by government, or a public or private health services establishment.
- Buildings attached in whole or in part to a public or private educational establishment.
- Buildings owned in whole or in part by a religious community, or located in a flood zone.
- Buildings that have or had a subsidy or subsidy reserve under this program, except when the final payment was made more than 10 years ago; for accessibility ramp work only, a building remains eligible for 5 years after eligible work was executed without additional work.
- Buildings that have or had a subsidy or subsidy reserve under R.V.Q. 2883.
Eligible expenses
- Labour costs.
- Materials supplied by the contractor, excluding materials supplied by the owner.
- The permit or authorization certificate issued by the City.
- Professional fees for plans and specifications and other related expertise fees, up to 10% of the actual cost of the work.
- GST and QST paid by the owner, less any amount recovered by the owner.
Ineligible Costs and Activities
- Building or property maintenance, including painting, cleaning an element, or repointing an exterior masonry cladding.
- Damage caused by a sinistre before or during eligible work, or damage resulting from poor execution of the work.

- Applications are awarded in chronological order of receipt until the available funds are exhausted.
How to apply
- Send the subsidy application by email to habitation@ville.quebec.qc.ca with the completed form.
- Apply for the permit online.
- After obtaining the permit, email the requested documents to the technician.
- Wait for written authorization before starting the work.
Processing and Agreement
- Applications are processed in chronological order of receipt until funds are exhausted; waiting-list applications keep their place in order if new funds become available.
- The designated officer sends a written response within 60 days of a complete and compliant application, or within 90 days for a waiting-list application once new funds are dedicated or previously committed funds are released.
- If an application is incomplete or non-compliant, written notice identifies the missing or non-compliant items; if the application is not admissible, written notice is sent within 30 days of the inadmissibility being identified.
- A complete and compliant interim payment request is paid by cheque within 90 days.
- A complete and compliant final payment request triggers a written confirmation within 60 days, and the final cheque is sent within 90 days.
