- Quebec companies in renewable electricity production, transportation, and distribution
- Manufacturing companies with projects to increase Quebec content for major electrical industry buyers
- SMEs and large manufacturing companies active in, or wishing to enter, the electrical industry in Quebec
- Foreign suppliers already serving or entering the electrical industry when the aid recipient is a Quebec-registered entity and the related project and investments are carried out in Quebec
Who is not eligible
- State-owned corporations or corporations directly or indirectly controlled by a provincial, federal, or municipal government
- Companies majority-owned by a state-owned corporation
- Companies under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act
- Companies listed in the Registre des entreprises non admissibles aux contrats publics, or that failed to respect obligations after notice in the two years before the request
- Companies with conflicts of interest with partner suppliers, non-compliance with francization, or ethical behavior that could damage the integrity and probity of the Government of Quebec

- Land acquisition or development, placement agency costs, building acquisition or construction or expansion, and Quebec sales taxes

How to apply
- Step 1: Prepare the application
- Complete the required application form and gather the supporting documents.
- Step 2: Submit the file
- Send the application file to the AIEQ contact designated for PASQÉ.
- Step 3: Evaluation and decision
- The file is reviewed through the program's structured selection process.
- Step 4: Agreement and project launch
- If approved, sign the AIEQ-company agreement before starting the project.
Processing and Agreement
- After submission, an industry expert meets the company representatives, analyzes the file, and presents the analysis to the PASQÉ selection committee.
- The selection committee reviews the applications and selects the most promising projects until the budget is exhausted.
- Selected companies receive an AIEQ-company agreement whose content cannot be negotiated.
- The agreement includes the project description, schedule and measurable deliverables, maximum subsidy, eligible-expense use only, company and partner cofinancing, performance indicators, disclosure policy, detailed budget, and updated Gantt chart.
- Projects are carried out and expenses are reimbursed after the agreement is signed.

- PASQÉ is organized around a governance and ethics committee, a steering committee, a selection committee, and a management committee.
- The selection committee is independent from AIEQ.
- The AIEQ Board reviews risks and ensures impartiality in the processes and reimbursement follow-up.
