- Legally incorporated organizations with a head office in Quebec.
- Quebec and Senegal cooperation partners involved in joint projects.

- Organizations not in good standing under applicable laws.
- Applicants without a Quebec-based affiliation.
Eligible expenses
- International return travel in economy class, local transport in Quebec and Senegal, and transport of third-party partners to Senegal.
- Transport and insurance for project-related artworks and technical equipment.
- Visa or entry documents, customs clearance, travel insurance, vaccinations, and prescribed medication for a stay in Senegal.
- Daily allowances, in-person and virtual activities, training, publication, and dissemination costs.
- Carbon offsetting expenses.
Ineligible Costs and Activities
- Routine operating costs and regular staff salaries.
- Artist fees when the artists are project leaders or associated partners.
- Costs already funded by another public or private program.
- Airfare upgrades, extra baggage charges, and travel outside Quebec and Senegal.
- Infrastructure works, land purchases, fixed assets, vehicles, deficits, and expenses incurred before funding approval.

Processing and Agreement
- Projects are reviewed by the Quebec Ministry of International Relations and La Francophonie and the Ministry of Culture and Communications, with relevant sector ministries involved.
- Submitted information may be shared with the ministries involved in the review.
- The ministries keep final responsibility for selecting projects and deciding the amounts awarded.
- Selected organizations must provide financial and narrative reports on the funded project.
Additional information
- Projects must include a Quebec coordinator and a Senegalese coordinator.
- Projects are primarily carried out in Quebec and/or Senegal.
- A final report is required at the end of the project.
- The Quebec government may refuse any expense it considers irrelevant.
