Who is eligible?

• Legally constituted for-profit or non-profit legal entities
• Partnerships and individuals operating a registered sole proprietorship in Quebec
• Joint groups of legal entities or partnerships

Who is not eligible

• Organizations receiving public funding to cover an operating deficit or reduce mortgage interest
• Organizations already funded under the SHQ Community Organizations Assistance Program
• Businesses listed in the Register of Enterprises Ineligible for Public Contracts (RENA)
• Applicants in default on previous SHQ financial assistance obligations

Eligible expenses

• General operating costs such as premises, office materials, and technology infrastructure
• Salaries, employee benefits, and professional fees
• Training, travel, and representation costs
• Research, management, and indirect research costs
• Production and organization costs for publications, events, and information activities

Ineligible Costs and Activities

• Capital expenditures or projects
• Debt-related costs or capital loss compensation
• Expenses incurred before application submission
• Working capital expenses
• Services or work performed by companies listed in the RENA registry

Eligible geographic areas

• Quebec

• Applications are first checked for eligibility and compliance
• Eligible files are reviewed by an evaluation committee
• The SHQ sends a written decision, including the funding amount if approved
• Approval requires a commitment letter, and an agreement may also be required
• The SHQ may verify compliance and request documents during the funding period

• The SHQ may disclose the names of beneficiaries, the funding amount, and a short project summary.
• Funding is subject to available program budgets at the time of application.
• The SHQ may request additional documents or information related to the use of the funding.
• Projects must be submitted by email using the official application form.
