Overview of the Quebec Housing Industry Development Program (PADIQH) program
The Quebec Housing Industry Development Program (PADIQH) provides up to $50,000 per project (or up to $300,000 for major initiatives) to support organizations and companies in promoting the development, innovation, and export of Quebec’s housing industry. Eligible activities include business partnerships, construction and renovation best practices, knowledge transfer, quality improvement, marketing, and participation in industry events.
Financing terms and conditions
- Financial assistance covers up to 66.67% of eligible project expenses.
- The maximum funding is $50,000 per project for a period of up to 12 months.
- For large-scale projects with other government partners and significant impact, funding may reach up to $300,000.
- Total public financial assistance for similar purposes may not exceed 80% of eligible expenses.

- Projects aimed at promoting and developing Quebec's housing industry.
- Initiatives that foster business partnerships, collaborations, or networking within the housing sector.
- Activities to improve building standards or introduce innovative housing concepts or systems.
- Efforts to facilitate the export of Quebec's housing expertise or open new markets abroad.
- Projects focused on the transfer of knowledge or the adoption of new technologies in housing.
Eligibility criteria of the Quebec Housing Industry Development Program (PADIQH) program
- The applicant must be a legally constituted legal entity (for-profit or non-profit organization), partnership, or an individual operating a sole proprietorship registered in the Quebec Business Register.
- The applicant must have its head office or an establishment located in Quebec.
- For operating support, the applicant must be a non-profit legal entity.
- The project or activities proposed must address one or more objectives of the program and fall within its eligible activities.
Who is eligible?
- Legally constituted corporations (for-profit or non-profit) operating in the Quebec housing sector
- Registered partnerships with a place of business or headquarters in Quebec
- Sole proprietorships registered in the Quebec Enterprise Register (Registre des entreprises du Québec)
- Groups of eligible legal persons or partnerships submitting a joint application
Who is not eligible
- Companies or organizations that receive public financial assistance from a provincial or federal body to cover a deficit from the operation or maintenance of a residential property they own or manage for others.
- Businesses that receive financial aid to reduce mortgage interest rates related to a loan with a public or private institution.
- Organizations already funded by the SHQ's Community Organizations Support Program.
- Companies listed in the Register of Enterprises Ineligible for Public Contracts (RENA).
- Businesses or organizations that, in the past two years, have failed to meet obligations related to a previous SHQ grant after receiving a notice of default.
Eligible expenses
- General expenses such as office space, office supplies, and technological infrastructure.
- Salaries and employee benefits for those directly involved in the project or organizational operations.
- Professional fees for specialized external services or consulting.
- Training and professional development costs for employees, including registration fees for conferences, meetings, or seminars.
- Travel and representation expenses, following the Quebec government's reimbursement directive.
- Preparation and production costs for specialized publications, brochures, newsletters, guides, or digital materials.
- Organization costs for large-scale seminars, conferences, training sessions, exhibitions, and thematic meetings.
- IT expenses, bibliographic research, and database access fees.
- Management and indirect research costs.

- Relevance to the program objectives and specific needs of the industry.
- Interdisciplinary nature and/or structuring effect of the project.
- Quality of proposed activities and methods, including a realistic and coherent financial plan, guarantees of completion, and established partnerships.
- Reach and credibility, such as the number of people served, knowledge advancement and transfer, and integration of sustainable development principles (economic, environmental, and social aspects).
- General quality of the application, including clear and comprehensive project description, structured content, well-defined objectives, deliverables, and quality of writing.

Prepare application and documents
- Download and fill in the PADIQH Financial Aid Application Form electronically
- Prepare all required supporting documents, signed by the authorized representative (e.g., board resolution for legal persons, proxy for partnerships)
- List all sources of funding for your project

Submit application by email
- Submit the completed application form and all required documents by email to industrie.exportation@shq.gouv.qc.ca
- Ensure the submission is before the deadline: Monday, April 14, 2025, at 11:00 PM

Receive acknowledgment of receipt
- Receive an electronic acknowledgment of receipt from the SHQ within two business days after submission

Wait for evaluation and decision
- Wait for the SHQ’s evaluation committee decision (sent in writing within three months after the project submission period closes)

Sign commitment letter and agreement
- If accepted, sign the letter of commitment and, if required, a detailed agreement specifying terms, rights, and obligations
Additional information
- All forms and required documents must be signed by an authorized representative, such as a board resolution for a legal person or a proxy for a partnership.
- Applicants will receive an electronic acknowledgment of receipt within two business days of project submission.
- The Société d’habitation du Québec reserves the right to publish the names of recipients, the amount granted, and a brief project summary.
- The committee’s grant decision will be communicated in writing within three months of the project call deadline.
