Eligibility

Who is eligible?

  • Regional county municipalities (MRCs)
  • Territories equivalent to an MRC that exercise certain MRC powers
  • Local municipalities and cities in the agglomerations of Québec or Montréal
  • Local municipalities and cities outside MRCs or outside agglomerations, and local municipalities and cities benefiting from a transfer of responsibility under section 165 of the Loi sur le patrimoine culturel
  • Organizations assimilated to an MRC and/or competent to act in regional development in Nord-du-Québec, except the governments and territories of the First Nations and Inuit

Who is not eligible

  • City of Montréal and City of Québec
  • Municipalities outside the eligible municipal categories
  • Territorial entities not governed by the Loi sur les cités et villes or the Code municipal du Québec
  • Paramunicipal organizations
  • Applicants in default, bankruptcy or insolvency, listed in the register of ineligible public-contract enterprises, the Musée des beaux-arts de Montréal, classed-property owners belonging to the governments of Quebec or Canada, certain government organizations, applicants failing integrity standards, and organizations eligible for Aide aux immobilisations

Eligible expenses

  • Professional, service, and technical contract fees, including temporary external human resources
  • Studies, research, writing, graphic design, language revision, dissemination, promotion, advertising, marketing, and communication costs
  • Salaries and benefits for professional or technical resources hired by the Municipality and working exclusively on heritage management
  • Training costs, room and equipment rental for training, consultation, or knowledge transmission activities, and production of a web platform or application
  • Equipment needed for the action when it cannot be rented or costs less to buy than to rent, the non-reimbursed portion of QST, GST or HST, and external audit costs required for final accountability

Ineligible Costs and Activities

  • Work already completed or already funded by the Government of Quebec
  • Projects contrary to an approved government policy or legal framework
  • Actions eligible under another Ministry program or certain related heritage programs
  • Costs incurred before the announcement letter is signed
  • Alcohol, tobacco, cannabis, gifts, and hospitality costs

Selection criteria

  • Negative IVÉ is given priority for the MRC.
  • First partnership with the Ministry is prioritized.
  • Realistic intervention plans and schedules of no more than 3 years are prioritized.
  • Requests submitted under more than one volet are prioritized.
  • Plans that include interventions under sub-volet 4.1 are prioritized.

How to apply

  • Step 1
    • Complete the initial application form.
    • Submit it to the regional office responsible for the territory.
    • Attach the required supporting information.
  • Step 2
    • The Ministry reviews admissibility.
    • Applicants are informed if the file is admissible, refused, or not eligible.
  • Step 3
    • Complete the final application and intervention plan.
    • Attach the required resolution and supporting documents.
    • Send the final file by email, as required.
  • Step 4
    • The Ministry evaluates and prioritizes eligible projects.
    • A letter of announcement or refusal is issued.

  • Applications are first reviewed for admissibility.
  • Eligible applications are then assessed and prioritized.
  • The Ministry may request a final intervention plan before making a decision.
  • Applicants receive an announcement or refusal letter from the Ministry.
  • A funding agreement and announcement letter govern the assistance.
