- Translation, interpretation, consulting, research, market study, and promotion or dissemination costs.

- Regular operating expenses and staff remuneration, including artist fees.
- Costs already covered by another government program.
- First-class travel expenses.
- Travel and flat-rate daily allowances outside Quebec or Colombia.

- Selected projects undergo a mid-term evaluation before second-year funding is confirmed.
- Final funding decisions and awarded amounts are made by the ministry.
