Who is eligible?

  • Private incorporated businesses.
  • Social economy enterprises with primarily commercial activities.
  • Duly registered sole proprietorships and general partnerships that are majority-owned by Indigenous people and located in Wendake.

Who is not eligible

  • Social economy organizations that do not demonstrate sound democratic governance.
  • Applicants that have not been discharged from a bankruptcy judgment, or businesses listed in the Register of Enterprises Ineligible for Public Contracts.
  • Applicants that, in the two years before the application, failed to meet obligations related to previous financial assistance from the City of Quebec after formal notice.
  • Applicants with amounts outstanding to the City of Quebec, or organizations that do not meet the high integrity standards expected of recipients of public funds.
  • Members of the National Assembly of Québec, municipal elected officials, their family members, and persons subject to the Règlement sur l’éthique et la discipline de la fonction publique (du Québec) (RLRQ, chapitre F-3.1.1, r. 3) cannot benefit from the Entente de délégation du FRCN unless the applicable provisions are met.

  • Software and computer equipment used exclusively for research and development or production.
  • Leasehold improvements, which may not represent more than 35% of project cost, are funded up to a maximum of 20%, and may be subject to specific contract award process rules.

  • Land or building acquisition, utility connections and networks, roadworks, outdoor site works, building construction, standard furniture, and salaries.
  • Regular operating costs for private businesses or social economy enterprises with primarily commercial activities.
  • Debt payments or repayment of existing loans.
  • Expenses incurred or finalized before the date a substantially complete and compliant application file is submitted.
