Eligibility
Who is eligible?
- Private for-profit companies legally incorporated under the Government of Quebec or Canada, and incorporated.
- Collective enterprises, meaning cooperatives or NPOs within the meaning of the Social Economy Act.
Who is not eligible
- Applicants registered in the Register of Enterprises Ineligible for Public Contracts (RENA), including subcontractors registered in RENA planned for project work.
- Applicants non-compliant with the francization process or listed on the List of Enterprises Non-Compliant with the Francization Process of the OQLF.
- Applicants who have failed to meet their obligations, after formal notice, in the two years preceding the application, in connection with prior financial assistance from the MEIE or the City of Quebec.
- State-owned enterprises, companies directly or indirectly controlled by a government, enterprises majority-owned by a state-owned enterprise, as well as enterprises under the protection of the CCAA or the Bankruptcy and Insolvency Act.
- Enterprises with unethical conduct regarding ethics, the environment, labor or human rights, as well as those operating, in whole or in part, in the excluded sectors: pre-startup or turnaround, controversial weapons, fossil fuels, gambling and games of chance, violent games, sexual exploitation, real estate management and development, tobacco or drugs, with the exceptions provided for cannabis and industrial hemp.
Eligible expenses
- Additional working capital required for the project, for a maximum period of two years.
- Capital expenses directly related to the project, notably the acquisition of technology, land, buildings, equipment, machinery and rolling stock, as well as the construction, expansion, renovation and development of land and premises.
- Professional fees prior to the project, such as feasibility analysis, external audit or impact study.
- Professional fees directly related to the implementation of the project, such as the deployment of technology, equipment and machinery, as well as the acquisition, construction, renovation and development of land and premises.
Ineligible Costs and Activities
- Expenses incurred before the application is submitted.
- Debt service, repayment of upcoming loans, capital loss, capital replacement, or disbursement paid as capital.
- Transactions between related businesses or partners.
- Research and development expenses, expenses related to the normal operation of the business and applicable Quebec sales taxes.
- Investments in activities aimed solely at subcontracting or privatizing operations, when they move an economic activity and jobs from one organization to another.
