Eligibility

Who is eligible?

  • Private for-profit businesses legally constituted under the government of Quebec or Canada, incorporated and operating in Quebec for at least two years.
  • Collective enterprises, namely cooperatives or NPOs within the meaning of the Social Economy Act, with commercial activities and operating in Quebec for at least two years.

Who is not eligible

  • Applicants listed in the Register of Enterprises Ineligible for Public Contracts (RENA), including their subcontractors listed in RENA planned for the project work.
  • Applicants not compliant with the francization process under the Charter of the French Language, or listed on the Register of Non-Compliant Enterprises published by the OQLF.
  • State-owned enterprises, enterprises directly or indirectly controlled by a government, or enterprises majority-owned by a state-owned enterprise.
  • Applicants under the protection of the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act, or who have failed to meet their obligations after formal notice from the MEIE or the City of Quebec during the two years preceding the application.
  • Businesses in pre-startup or turnaround situations, as well as businesses operating wholly or partly in excluded sectors unless prior exemption is granted by the MEIE: controversial weapons, fossil fuels, gambling and games of chance, violent games, sexual exploitation, real estate management and development, production, sale, or services related to the consumption of tobacco or drugs.

Eligible expenses

  • Additional working capital needed to carry out the project, for a maximum period of two years.
  • Capital expenditures directly related to the project, including the acquisition of technology, land, buildings, equipment, machinery, and rolling stock.
  • Work directly related to the project, including construction, expansion, renovation, and site and premises development.
  • Professional fees incurred before the project, such as feasibility analysis, external audit, or impact study.
  • Professional fees directly related to the completion of the project, including the implementation of technology, equipment, and machinery.

Ineligible Costs and Activities

  • Expenses incurred before the application is submitted.
  • Debt service, repayment of upcoming loans, a capital loss, a capital replacement, a payment or amount disbursed as capital.
  • Transactions between related businesses or partners.
  • Research and development expenses, expenses allocated to the normal operation of the business, and applicable Quebec sales taxes.
  • Investments in businesses engaged solely in subcontracting or privatization of operations, where this results in the transfer of an economic activity and jobs from one organization to another.

Eligible geographic areas

  • The business head office must be in the province of Quebec.
  • The project must be carried out in the Quebec City agglomeration.
