- Internal salaries and benefits, up to 12.5% of salaries in some streams

- Expenses incurred or invoiced before the application date
- Land development or land rental expenses
- Equipment operation and routine maintenance
- Purchase of motor vehicles and other motorized vehicles
- Operating costs, debt repayment, deficits, and working capital
