Overview
The PROMPT — Artificial Intelligence program supports Quebec companies with up to $1.5 million in non-dilutive funding for collaborative projects focused on the development, commercialization, or adoption of artificial intelligence technologies. Eligible activities include research and innovation initiatives carried out jointly by groups of at least two Quebec-based businesses, including at least one SME or startup.
Financing terms and conditions
- Maximum reimbursement of $1.5 million per project, including management fees, for a duration of up to 24 months.
- Financial aid covers up to 35% of eligible expenses for SMEs or large companies, and up to 50% for startups.
- The support rate is increased to 50% for eligible costs incurred through an eligible public research center (if representing at least 20% of the project’s eligible expenses) or for quantum computing platform access (via specified partners).
- A management fee of 5% applies to eligible project expenses.

Eligibility
- The applicant must be legally constituted under federal or Quebec law and registered with the Registraire des entreprises du Québec.
- The company must have its head office in Quebec, with employees or subcontractors mainly working from Quebec.
- The applicant (if SME) must have 249 employees or fewer and possess assets below $50 million.
- The applicant must own the rights to use the intellectual property related to its product, process, or service.
- The project must be carried out by a group of at least two Quebec-based companies, including at least one SME or startup, and must demonstrate collaboration through shared costs, benefits, and intellectual property.
Who is eligible?
- Small and medium-sized enterprises (SMEs) legally incorporated under Quebec or federal law with their head office in Quebec
- Startups legally constituted under Quebec or federal law with their head office in Quebec
- Groups of Quebec companies (minimum two), including at least one SME or startup, collaborating on artificial intelligence research projects
- Large enterprises legally incorporated under Quebec or federal law with an operational establishment in Quebec involved in research and development
Who is not eligible
- Companies that are remunerated by other participating companies within the project (as they are considered subcontractors or service providers).
Eligible expenses
- Expenses incurred by a public research center, provided they represent at least 20% of the eligible project costs.
- Costs for access to quantum computing platforms through PINQ2, Calcul Québec, and DistriQ.

- A 5% management fee is applied to eligible project expenditures.
- Unsubsidized project expenses may qualify for tax credits such as the Scientific Research and Experimental Development (SR&ED) tax credit, subject to standard program criteria.
- Applicants may benefit from guidance and support throughout the preparation and final submission of their funding application.
