Eligibility

Who is eligible?

  • Municipalities with at least 5,000 residents that provide a public library service
  • Association libraries in municipalities of 5,000+ residents without a municipal library service
  • Municipalities under 5,000 residents and association libraries serving fewer than 5,000 residents that already receive direct Ministry support for collection development

Who is not eligible

  • Organizations that failed to meet obligations after formal notice under a previous Quebec government aid program
  • Entities listed in the Register of enterprises ineligible for public contracts (RENA)
  • Applicants under bankruptcy or creditor protection proceedings
  • Applicants that do not meet the required integrity standards for public funding

Eligible expenses

  • Purchase of approved collection documents, including books, serial publications, audiovisual documents, and databases
  • Acquisition of Quebec-published books and printed periodicals
  • Acquisition of digital and audiobook titles through approved bookstores

Ineligible Costs and Activities

  • Expenses submitted under other Ministry funding programs
  • IT costs, including computers, networks, licenses, software, applications, and telecommunications
  • Document processing fees and administrative or service fees
  • Self-published books
  • Fines, legal fees, and costs related to civil or criminal convictions
  • Expenses eligible for a refundable Quebec tax credit or the refundable portion of GST/QST
