Who is eligible?
- Non-Profit Organizations, Crown Corporations, Municipalities or Agencies, Indigenous Organizations, Public Health and Educational Institutions, and Businesses.
- Businesses are eligible for funding, with the understanding that it is intended to support equitable opportunities rather than create competitive advantages or generate profit.

Selection criteria
- Projects will be assessed on merit and alignment with one or more of these priorities.
- Support pathways to in-demand and emerging sectors as identified in B.C.’s Look West Strategy.
- Support pathways to good jobs or skills training that can ladder into further education and upskilling.
- Support targeted skills training for workers displaced by the impact of tariffs.
- Support independence from government income supports through livable wages, involve public education institutions as training partners, support Indigenous led projects, have a duration of 12 months or less, and support equitable program investment across the province.
How to apply
- Review the PBLMT Applicant Guide and email the CEP team to discuss your project idea at CEPTEAM@gov.bc.ca.
- Log in with a BCeID assigned to your organization to access the online application.
- Complete the online application questions and attach all required documents: Support letters, Budget Template, and Additional Application Questions.
- When asked whether you have completed the Self-Assessment Questionnaire, select Yes to proceed; it is no longer applicable.
Processing and Agreement
- Once a Shared Cost Agreement is dually signed, project holders can connect with WorkBC and/or ISET providers to initiate referrals of eligible participants.
- The CEP team will contact you once the application period has closed and all applications have been reviewed.
- We will inform applicants of funding decisions as soon as possible.
- When assessing the application and making decisions on funding, CEP may request further information and materials from the applicant, and/or may conduct its own inquiries.
- Once an agreement is approved, CEP Project Holders are responsible for regular monthly reporting on financial, program, and participant activities.
Additional information
- Participants are considered employees of the Crown and are covered under the Province’s WorkSafeBC account.
- CEP Project Holders are required to have a Health and Safety Plan through WorkSafeBC and should be prepared to submit a copy.
- Training programs offered through BC Private Training Institutions must adhere to the Private Training Institution Branch (PTIB).
