• Cooperatives

• Chambers of commerce

Who is not eligible

• Organizations listed in the Registre des entreprises non admissibles aux contrats publics
• Private companies controlled by a private business
• Organizations mainly financed by a single for-profit company
• Organizations that failed to meet prior Quebec government funding obligations

Eligible expenses

• Staff salaries and related benefits
• Professional fees, including project evaluation and accounting reviews
• Communication, publication, and outreach costs
• Rental, maintenance, or purchase of equipment and materials needed for the project
• Travel and accommodation in Quebec, and justified administrative costs

Ineligible Costs and Activities

• Costs incurred before funding approval or after the agreement period
• Building, vehicle, land, or real estate purchases and renovations
• General operating costs not directly linked to the project
• Greenhouse gas offset costs
• Travel and accommodation outside Quebec

Eligible geographic areas

• Quebec
• Canada, if the applicant has an autonomous office in Quebec

• Relevance and scale of the climate problem addressed
• Applicant and partner capacity, expertise, and experience
• Alignment between the project and the program objectives
• Expected impact and ability to mobilize the target audience
• Feasibility, coherence, and quality of the project approach

• Step 1: Review the call for proposals
  • Check the FAQDD website for application documents, instructions, and submission dates.
• Step 2: Prepare the application
  • Complete the required forms and prepare the project information requested for the program.
• Step 3: Submit by email
  • Send the application electronically to action-climat-quebec@environnement.gouv.qc.ca.
• Step 4: Await the decision
  • The FAQDD reviews the application and sends a letter confirming whether the project was selected and the funding amount granted.
• Step 5: Sign the funding agreement
  • If selected, the parties sign the agreement before funding is paid.

• Applications are first checked for program eligibility.
• Eligible applications are assessed by a selection committee.
• The FAQDD confirms the decision and the funding amount by letter.
• A funding agreement is then signed before payments are made.
• Payments and reporting obligations are carried out according to the agreement.

• Projects are funded through calls for proposals managed by the FAQDD.
• The program has two streams: national projects and local/regional projects.
• Projects must be completed within three years, unless an approved extension is granted.
• One organization cannot receive support for more than two projects in the same call for proposals.
