- Canadian citizens or permanent residents of Canada
- Master's or doctoral students enrolled full-time in a recognized university program at the time of application and over the tenure of the award
- Students who have been residents of Nunavut, Northwest Territories, Yukon, or Inuit Nunangat for 3 or more years at the time of the application
