- Owners or long-term leaseholders of existing commercial or industrial buildings
- Builders, developers or owners of new commercial or industrial construction projects

Eligible expenses
- Pipe insulation, minimum 1 inch thick, installed on hot liquid, water or steam pipes with minimum half-inch piping diameter
- Tank insulation, minimum 1 inch thick, installed on a tank containing liquid at 49 to 77 °C (120 to 170 °F)
- Tank insulation, 1 to 1.99 inches thick, installed on a tank containing liquid at 77 to 93 °C (170 to 200 °F)
- Tank insulation, 2 inches or greater, installed on a tank containing liquid at 77 to 93 °C (170 to 200 °F)

- Pipes and tanks with pre-existing insulation
- Pipe and tank insulation required by BC Building Code
- New construction steam pipework insulation
- Adding insulation on pre-existing insulation
