- Communities where partnership coalitions are mobilized to act on various issues
- Networks that bring together citizens, practitioners, organizations, or multiple networks around visions of collective change in service of their members or communities
- Organizations that lead awareness-raising or advocacy efforts, mobilize and leverage knowledge by making data, tools, and expertise available, or support initiatives aimed at evolving practices and policies
Who is not eligible
- Initiatives outside Québec, not related to developing the full potential of children and youth, or that fail to address barriers that lead to inequality or the conditions that reduce them
- Initiatives that offer direct services for individuals instead of a global response to a need in the community
- Initiatives submitted by a single organization or that are not the result of a joint effort or partnership
- Initiatives that seek to implement or reproduce a program or solution on the ground based on a top-down approach
- For-profit organization projects and individual projects

- Initiatives that offer direct services for individuals instead of proposing a global response to a need in the community, or that seek to implement or reproduce a program or solution on the ground based on a top-down approach
- Base or recurring funding for an organization or project
- Fundraising campaigns, regular or emergency

- Potential benefits for the community and added value for youth development
