- Costs incurred before the investment agreement is signed.
- Costs above market prices.
- General overhead and unreasonable labour compensation.
- Training and development, advertising, and routine maintenance.
- Land and buildings, intellectual property costs, and contingency provisions.

Processing and Agreement
- Applications are reviewed for fit with PRIHS objectives and outcomes.

- Successful applicants must sign an investment agreement before funding starts.
