Who is eligible?
- Enterprises d’économie sociale
- OBNL, organismes communautaires with a commercial component, and cooperatives
- A lead organization may apply for an enterprise that is not yet formed
Who is not eligible
- Individual businesses (inc.)
- Collective takeover projects
- Social housing and rental housing projects, except those offering complementary services
- Centres de la petite enfance
- Worker shareholder cooperatives, except in cases of exception
Eligible expenses
- Professional fees for external consultants carrying out studies and analyses needed for a collective project or for developing an existing enterprise
- Professional services such as lawyers’ or accountants’ fees, up to 10% of costs and a maximum of $3,000, when included in a broader study mandate
Ineligible Costs and Activities
- Collective takeover projects
- Enterprises acting as a cost center
- Projects mainly involving fundraising campaigns
- Projects of a political, sexual, or religious nature
- Labor costs or other expenses incurred before the complete filing and processing of the application by the RISQ
How to apply
- Send the requested documents and annexes, including the application form, to partes@fonds-risq.qc.ca to open the file
- The RISQ team analyzes the application
- If approved, sign the RISQ investment offer
- Send the documents requested in the offer
- Receive the first disbursement
- Submit the consultant’s final report to receive the final disbursement
Processing and Agreement
- The RISQ analyzes the file after submission
- If approved, the RISQ investment offer must be signed
- Requested documents must then be sent as specified in the offer
- The first disbursement is issued, equal to 50% of the investment
- The final report from the hired consultant must be submitted to receive the final disbursement, equal to 50% of the authorized amount
Additional information
- Applications are accepted on a rolling basis until funds are exhausted, on a first-come, first-served basis.
- The program ends on December 31, 2027.
- Applications are reviewed by the RISQ team, with a minimum of 2 weeks generally required between a complete submission and a decision.
- The funding can be combined with the fonds Aide technique, but this is not mandatory.
