Who is eligible?

• Nominated Principal Applicants who are independent researchers or knowledge users affiliated with a Canadian postsecondary institution and/or affiliated institutions.

Eligible expenses

• Costs related to the mandatory developmental evaluation and final evaluation.
• Costs related to the adaptation of IT systems to ensure interoperability with information exchange platforms of other participating jurisdictions.
• Costs related to the translation and preparation of information and materials intended for public consumption, including website content, information pamphlets, guidelines, promotional material, and event-related material.
• Compensation of patient and community partners.

Ineligible Costs and Activities

• Research projects are not eligible grant expenses.

• Leadership and Governance: breadth of expertise and sector and jurisdictional authority, governance structure, EDI and Indigenous rights integration, engagement with decision makers, and partnership risk management.
• Operational Framework: standardization, TCPS and privacy compliance, trust-building, scalability, adaptability, bilingual functionality, interoperability, quality assurance, designation of REB of record, and resolution of substantive disagreements among REBs.
• Delivery and Impact: feasibility of the work plan, clarity of milestones and timelines, measurable impact on efficiency and uptake, and planning for the required evaluations.
• Budget: appropriateness of the proposed budget and justification for the amount requested, and feasibility of proposed activities based on available resources.
• Financial Sustainability: strength of the self-sustaining financial model, including the user-fee structure and long-term sustainability path.

• Submit a Full Application as the only application step.
• In the Identify Participants task, list all participants and ensure the eligibility requirements are met.
• Complete the Proposal Information task so it addresses the evaluation criteria, objectives, and key design elements.
• Complete the Summary of Proposal task.
• Enter Budget Information with a detailed budget justification.
• Attach the required application materials, print the signature pages, and submit the application through ResearchNet.

• The Nominated Principal Applicant must submit a Year 1 progress report within two weeks of the one-year anniversary of the funding start date.
• The Nominated Principal Applicant and other members of the leadership team, as appropriate, must participate in the CIHR-led oversight process and respond in writing and/or attend a CIHR Oversight Committee discussion.
• The CIHR Oversight Committee will consider the Year 1 progress report and the developmental evaluation, and its discussion will occur within four weeks of the report submission date.
• Funding beyond the first 15 months of the grant depends on demonstrated need and the outcome of the CIHR Oversight process, with results provided within six weeks of receipt of the Year 1 progress report.
• A final report is due within three months of the end of the grant, and the final independent formal evaluation must be submitted to CIHR within four months of the end of the grant.

• Multi-sectoral includes academia, research hospitals, provincial and territorial clinical trial organizations, charities/not-for-profits, and private organizations/industry.
• PWLE includes people with personal experience of a health issue, participation in clinical research, navigating health systems, caregivers, and organizations representing PWLE.
• SGBA Plus considers sex, gender, and intersecting identity factors such as age, race, ethnicity, culture, religion, geography, education, disability, income, and sexual orientation, as well as related social processes like racism and ableism.
