• Completed and signed financial assistance application form.
• Project cost and financing structure document, if section 7 is not completed.
• Proof of successful completion of an eligible training program.
• Business plan or project description for new farm start-ups with an aspiring farmer NIM.
• Required cooperative documents, if applicable.

Who is eligible?

• Young agricultural entrepreneurs.
• Applicants starting a new agricultural business.
• Applicants establishing themselves in an existing agricultural business.
• Cooperative members with a decision-making role, where applicable.

Who is not eligible

• Applicants outside the 18 to 39 age range.
• Applicants who have not completed one of the required training programs.
• Projects that are not agricultural training, start-up, or establishment projects.
• Paid internships and regular degree-based training projects.
• Projects related to prohibited cannabis activities, except industrial hemp.

Eligible expenses

• Direct project-related expenses.
• Registration fees for training activities.
• Travel and accommodation costs within public-sector rates.

Ineligible Costs and Activities

• Training leading to a diploma.
• Training not directly related to agricultural practice.
• Meal expenses.
• Training material purchases.
• Administration costs.
• Paid internships.
• Regular training programs and degree-based training.
• Social, union, fundraising, or trade show activities.

Eligible geographic areas

• Quebec.
• All administrative regions.

• For new farm start-ups: farm project viability.
• For new farm start-ups: seriousness of the project and applicant profile, including motivation, entrepreneurial skills, and ability to identify challenges and goals.
• For existing farm establishment: applicant profile, including entrepreneurial skills and ability to identify challenges and goals.
• Relevance of the training plan and its fit with identified skill needs.
• Expected contribution of the training to the agricultural project or business.

• Step 1: Review program requirements
  • Read the full program text.
  • Check the documents and rules for the relevant measure.
• Step 2: Validate eligibility
  • Contact your regional MAPAQ advisor to confirm project eligibility.
• Step 3: Prepare the application
  • Complete and sign the application form.
  • Gather all mandatory supporting documents.
• Step 4: Submit by email
  • Send the form and required documents to padaar@mapaq.gouv.qc.ca.
• Step 5: Confirm receipt
  • Watch for the automatic acknowledgment email and check spam folders if needed.

• Complete applications are reviewed for admissibility.
• Eligible files are assessed by Ministry representatives.
• Decisions can be appealed within 30 days using the review form.
• Applicants must keep their information and project documents consistent with the submitted file.

• Applications are accepted continuously until February 15, 2027, or until funds are exhausted.
• Only complete applications with all required documents are processed.
• An automatic confirmation of receipt is sent after submission.
• An appeal of a decision must be filed within 30 days using the review request form.
