Overview of the PADAAR — Measure 4074 – Targeted individual skills development plan program

The PADAAR — Measure 4074: Targeted Individual Skills Development Plan provides up to $1,500 per eligible young agricultural leader, covering up to 70% of eligible project costs. The program supports participation in specialized training or internships to develop entrepreneurial and agricultural skills, fostering success for new and aspiring agricultural entrepreneurs in Quebec.

Financing terms and conditions

  • Non-repayable financial contribution covering up to 70% of eligible project expenses.
  • Maximum aid of $1,500 per eligible participant (dirigeant).
  • Only expenses related to completed training activities are eligible for funding.

Eligible projects & activities

  • Participation in training sessions or informational activities, in-person or online, related to entrepreneurship or agri-food sectors.
  • Enrollment in selected individual courses relevant to agriculture or entrepreneurship.
  • Undertaking non-remunerated visits or internships within agricultural businesses.
  • Participation in workshops or exploratory stays linked to agricultural entrepreneurship or agri-food development.

Eligibility criteria of the PADAAR — Measure 4074 – Targeted individual skills development plan program

  • The applicant must be a business leader (person in charge) aged between 18 and 39 at the date of submitting a complete financial aid application.
  • The applicant must have completed at least one of the training programs listed in Annex 1 of the Financial Support Program for Farm Succession of La Financière agricole du Québec.
  • The applicant must be actively involved in either starting a new agricultural business (with a valid Ministerial Identification Number) or establishing themselves in an existing agricultural business (by transfer or acquisition, with a decision-making role).
  • The proposed project must involve skills development activities such as specialized training, non-remunerated internships, or exploratory visits relevant to agricultural entrepreneurship in Quebec.
  • The company and project must comply with all documentation and procedural requirements specified by the Ministry of Agriculture, Fisheries and Food of Quebec.

  • Cooperatives in the agricultural sector

Who is not eligible

  • Companies or projects involved in the production, processing, sale, or provision of services related to recreational cannabis or non-Health Canada approved cannabis products (excluding industrial hemp).
  • Projects related to additional cannabis products, such as food ingredients, processed foods, topical products, concentrates, tinctures, and capsules.

Eligible expenses

  • Registration fees for training activities or specialized internships.
  • Travel expenses directly related to participation in eligible training or internships, within public sector guidelines.
  • Accommodation expenses associated with attendance at approved training sessions or internships, not exceeding government standards.

Submit proof of participation
  • Submit proof of participation in the training or internship at the end of the project

Additional information

  • Only expenses directly linked to completed training activities are eligible for financial aid.
  • If information provided in the application form does not match Ministry records, additional documentation may be required for eligibility verification.
  • At the end of the project, proof of participation in the training or internship must be submitted, if possible.
  • Applicants may appeal an evaluation decision within 30 days of notification, though project modifications or new documents are not considered in the review process.
