PADAAR — Measure 4074 – Targeted individual skills development plan

• Completed and signed financial assistance application form.
• Project cost and financing structure document, if section 7 of the form is not completed.
• Proof that the applicant completed one of the training programs listed in Annex 1 of the Programme d’appui financier à la relève agricole de La Financière agricole du Québec, such as a copy of the diploma, a transcript, or a letter from the educational institution.
• For new agricultural businesses with NIM – Aspirant agriculteur, a business plan describing the project and the steps to be taken, or the Description de projet form provided by the Ministry advisor.
• For worker members of a cooperative, an attestation from the secretary and an AGM resolution excerpt confirming the appointment.

Who is eligible?

• A dirigeant.

Who is not eligible

• Applicants outside the 18 to 39 age range.
• Applicants who have not completed one of the required training programs.
• Projects that are not agricultural training, start-up, or establishment projects.
• Paid internships and regular degree-based training projects.
• Projects related to prohibited cannabis activities, except industrial hemp.

Eligible expenses

• Expenses directly related to project implementation.
• Registration fees.
• Travel and accommodation costs, subject to the rates in force in the public service.

Ineligible Costs and Activities

• Regular training programs, paid internships, and internships completed within a regular credit-based training program.
• Fundraising, social, union, producer meeting, promotion, and trade show activities.
• Projects involving cannabis production, processing, sale, or related services for recreational or non-Health Canada-approved products, except industrial hemp, including additional cannabis products such as food ingredients, processed foods, topical products, concentrates, tinctures, and capsules.
• Training leading to a diploma or training that does not directly concern agricultural practice.
• Meal expenses, training material purchases, unpaid farm internship time for the participant and supervisor, and administration costs.

Eligible geographic areas

• Quebec.
• All administrative regions.

• For a new agricultural business start-up, the agricultural project’s viability is evaluated.
• For a new agricultural business start-up, the seriousness of the project and the applicant profile are worth 20 points, including motivation, entrepreneurial skills, and the ability to identify challenges and goals.
• For establishment in an existing agricultural business, the applicant profile is worth 10 points, including entrepreneurial skills and the ability to identify challenges and goals.
• Relevance is worth 20 points, based on whether the skills to develop match the identified needs, whether the training plan is coherent, and whether the training activities contribute to the project or business.

• Review all reference documents for the relevant measure.
• Complete and sign the application form, then send it with the mandatory documents by email to padaar@mapaq.gouv.qc.ca.

• Only complete applications with all mandatory documents are processed.
• Eligible complete applications are evaluated by representatives of the Minister.
• An automatic acknowledgment of receipt is sent after submission.
• A decision can be appealed within 30 days using the review request form.
• Changes, improvements, additional information, or new documents not included in the original application are not considered in a review request.

• Applications are accepted continuously until February 15, 2027, or until funds are exhausted.
• Only complete applications with all required documents are processed.
• An automatic confirmation of receipt is sent after submission.
• An appeal of a decision must be filed within 30 days using the review request form.
