- Applicants who have not completed one of the required training programs.
- Projects that are not agricultural training, start-up, or establishment projects.
- Paid internships and regular degree-based training projects.
- Projects related to prohibited cannabis activities, except industrial hemp.

- Direct project-related expenses.
- Registration fees for training activities.
- Travel and accommodation costs within public-sector rates.

- Training leading to a diploma.
- Training not directly related to agricultural practice.
