Overview of the PADAAR — Measure 4074 – Relief group program
The PADAAR Measure 4074 – Relief Group grant provides up to $5,000 in non-repayable funding to support projects that foster the integration of new and future agricultural producers through skill and knowledge development. Eligible activities include participation in training sessions, informational events, non-remunerated internships, and exploratory workshops within Quebec.
Financing terms and conditions
- Non-repayable contribution covering up to 70% of eligible project expenses.
- Maximum financial assistance of $5,000 per project.
- Minimum eligible project expenses must be $1,500 to qualify for funding.
Eligible projects & activities
- Participation in training sessions or informational activities, either in person or online.
- Undertaking visits or unpaid internships in agricultural businesses.
- Participation in workshops or exploratory stays focused on agricultural practices.

Eligibility criteria of the PADAAR — Measure 4074 – Relief group program
- The applicant must be a recognized Groupe de la relève agricole by the Ministry.
- The project must address a priority identified by the concerned Groupe de la relève agricole.
- The project must have a collective scope, involving a minimum of three members from the concerned group.
- The proposed activities must take place within Quebec (with possible exceptions for activities outside Quebec subject to Ministry approval).
Who is eligible?
- Recognized agricultural succession groups (Groupe de la relève agricole)
Who is not eligible
- Companies or groups organizing social, union-related, or fundraising activities.
- Organizations involved in activities related to the recreational cannabis sector (except industrial hemp) or products not approved by Health Canada.
- Entities hosting animal judging activities, trade shows, or recognition events.
- Businesses promoting their own products or services, aside from advisory services.
- Projects involving non-members of the recognized agricultural youth group are not eligible.
Eligible expenses
- Collective registration fees.
- Collective travel and accommodation costs (within public sector rates).
- Expenses related to necessary biosecurity materials for the project.
- Event promotion costs.

Prepare application documents
- Complete and sign the financial assistance application form for Measure 4074
- Prepare a document showing project costs and financing structure if Section 7 of the form is not completed
- If necessary, prepare a power of attorney or authorization document for the representative

Submit your application
- Submit the completed and signed application form with all required documents by email to padaar@mapaq.gouv.qc.ca
- Ensure your submission is at least 60 days before the planned activity
- Only complete applications will be processed

Receive acknowledgment of receipt
- Wait for the automatic acknowledgment of receipt by email
- Check your spam folder if you do not receive confirmation

Application evaluation
- Your application is analyzed by Ministry representatives
- Assessment covers relevance, structuring effect, technical and financial feasibility

Comply with visual standards if accepted
- If accepted, communicate with the Ministry two weeks before producing promotional tools or holding public/media activities to ensure compliance with government visual standards
7
Submit project closure documents
- At project completion, provide the list of participating enterprises and their addresses
- Submit a general appreciation report from enterprises and participants
Additional information
- Applications are accepted continuously until February 15, 2026, or until available funds are exhausted, whichever comes first.
- Acknowledgment of receipt is sent automatically upon submitting a complete application; applicants are responsible for ensuring they receive this notification.
- Applicants may request a review of a decision within 30 days following notification; only information contained in the initial application will be considered during the review.
- When producing promotional materials or holding public activities, applicants must contact the Ministry to ensure compliance with government visual standards.
