Overview of the PADAAR — Measure 4051 – Innovation and testing program

The PADAAR — Measure 4051: Innovation and Testing grant provides up to $10,000 in non-repayable funding to support agricultural innovation projects focused on the testing and implementation of new practices or adapted technologies. Eligible activities include collective or sectoral projects that disseminate results and incur at least $2,000 in eligible expenses.

Financing terms and conditions

  • Financial assistance covers up to 50% of eligible project expenses.
  • The maximum funding per project is $10,000.
  • For agricultural operations, in-kind contributions related to the use of plots, buildings, animals, or equipment may be included up to $6,000 of eligible expenses.

Eligible projects & activities

  • Projects aimed at testing and implementing new agricultural practices or adapted technologies.
  • Innovative initiatives developed collectively or by sector to improve agricultural operations.
  • Projects that include sharing and disseminating the results of agricultural trials or technological innovations.

Eligibility criteria of the PADAAR — Measure 4051 – Innovation and testing program

  • The applicant must be an agricultural enterprise registered with the Ministry of Agriculture, Fisheries and Food of Quebec (MAPAQ), or an organization recognized by the Ministry.
  • The proposed project must focus on innovation, specifically the testing and implementation of new agricultural practices or adapted technologies.
  • The project must have a collective or sector-wide impact and include a plan for disseminating the test results.
  • The application must be submitted with all mandatory documents, including a completed and signed financial aid application form and a financing plan.

Who is eligible?

  • Agricultural enterprises (exploitation agricole) registered with the Ministry of Agriculture, Fisheries and Food
  • Organizations recognized by the Ministry of Agriculture, Fisheries and Food

Who is not eligible

  • Companies or organizations whose projects are eligible under another program of the Ministry of Agriculture, Fisheries and Food of Quebec.
  • Businesses involved in the production, processing, sale, or provision of services related to recreational cannabis or products not approved by Health Canada (except industrial hemp).
  • Companies involved in products derived from cannabis, such as food ingredients, processed food products, topical products, concentrates, tinctures, and capsules.

Eligible expenses

  • Professional and contractual fees directly related to the project.
  • Salaries, social charges, and benefits for personnel and partners directly involved in the project.
  • Travel and accommodation expenses for project staff and partners (within government guidelines).
  • Purchase of inputs and materials required for the trial or innovation.
  • Analytical and testing costs related to the project.
  • Rental of equipment necessary for project implementation.
  • Acquisition of supplies and materials linked to project activities.
  • Costs for modifying equipment to accommodate specific innovations.
  • Operational costs directly related to running the trial or innovation activity.
  • Expenses related to communications and dissemination of project information and results.
  • Administrative costs up to 15% of other eligible project expenses.

Application evaluation
  • Your application will be reviewed by representatives of the Ministry
  • Projects are assessed on relevance, organizational and technical feasibility, and financial viability
  • Applications are accepted as long as funds are available or until the deadline

Additional information

  • Applications are accepted continuously until February 15, 2026, or until available credits are fully allocated, whichever comes first.
  • Decisions on funding applications can be appealed within 30 days of the decision being communicated, using the required form.
