Eligibility

Who is eligible?

  • Parent Advisory Councils (PACs) or equivalent groups at public schools, group 1 or 2 independent schools, and First Nation band schools within B.C.
  • District Parent Advisory Councils (DPACs)
  • Parent support groups that meet the PAC eligibility requirements

Who is not eligible

  • Educational institutions, schools, and school authorities
  • Independent school authorities or societies for the PAC grant
  • PACs at new schools that cannot demonstrate they have delivered the program within British Columbia for at least 12 months
  • Organizations whose objectives, programs, or expenditures do not conform with the laws, regulations, and general public policies of the Province of British Columbia
  • Organizations that provide programs promoting racial or ethnic superiority, religious intolerance, persecution, or social change through unlawful action

Eligible expenses

  • For PACs: field trips within B.C., presentations or performances, student competitions, student ceremonies, and student conferences within B.C.
  • For PACs: student clubs or societies, student publications, student computers for extracurricular activities, team or club uniforms, and equipment for extracurricular sports.
  • For PACs: beautification of common spaces, items that directly benefit students, student recognition, emergency, safety or earthquake related supplies or equipment, and BCCPAC annual membership fees.
  • For DPACs: informational and promotional materials for parents, administrative costs, BCCPAC annual membership fees for the DPAC only, and travel for regular DPAC meetings.
  • For both PACs and DPACs: fees or travel and accommodation costs for the BCCPAC annual conference, up to branch limits.

Ineligible Costs and Activities

  • Curricular activities or purposes, including instructional materials and textbooks
  • Fundraising activities
  • Out-of-province travel unless approved in advance by the branch
  • Scholarships and bursaries for post-secondary education
  • Goods and services used primarily by teachers in the classroom to deliver curriculum

Selection criteria

  • On-time applications are prioritized over late applications.
  • Late applications are subject to the overall availability of funding at Government’s fiscal year-end.

How to apply

  • Review the PAC/DPAC Grant Guidelines and Conditions to confirm eligibility.
  • Determine when to apply between April 1 and June 30 each year.
  • Ensure the organization has a Business BCeID account, or use a Basic BCeID.
  • Prepare the application using the PAC/DPAC pre-application checklist.
  • Complete the online application, choose the correct PAC or DPAC form, and attach all required supporting documentation.
  • Submit the application online and save or print the confirmation page with the Confirmation ID number.

Processing and Agreement

  • Notification of application results is sent by email to the addresses provided in the application.
  • Reconsideration requests must be submitted within 30 days of the decision letter.
  • The branch will review a reconsideration request and issue a final decision to vary or uphold the decision within 90 days of receipt.
  • Grant recipients must submit a Gaming Account Summary Report within 90 days of the organization’s fiscal year end.
  • The branch may audit recipients, request additional information, and require repayment or suspend or revoke the grant if conditions are not met.

Additional information

  • Applicants need either a Business BCeID or a Basic BCeID to submit an online application.
  • The online application is best suited for Google Chrome and Microsoft Edge.
  • A Business BCeID allows multiple staff and volunteers access, while a Basic BCeID is limited to the registered individual.
