GMF Funding Application Guide - Organic Waste-to-Energy

Eligibility

Who is eligible?

  • Municipal governments
  • Municipally owned corporations
  • Non-municipal applicants in partnership with a municipality
  • Eligible Indigenous communities

Who is not eligible

  • Non-municipal organizations without a municipal partner
  • Consultants acting as the applicant or submitting on behalf of the applicant
  • Applications not submitted by an authorized lead applicant representative

  • Required reporting and monitoring costs

Ineligible Costs and Activities

  • Costs incurred before full application submission, except eligible application-writing and assessment costs within the allowed timeframe.
  • Brownfield remediation costs when remediation was already completed or contamination is discovered during the project.
  • Capital project costs outside the approved scope of work.

How to apply

  • Step 1: Verify project eligibility
    • Review the program requirements and confirm project fit.
    • Contact GMF staff if needed.
  • Step 2: Submit a pre-application
    • Complete the pre-application form and attach required documents.
    • Wait for GMF to confirm eligibility to proceed.
  • Step 3: Complete the full application
    • Fill in the full application form and project workbook.
    • Provide supporting documents and finalize the declaration.
  • Step 4: Submit through the FCM portal
    • Use the application contact to submit the application online.
    • Monitor the application for updates after submission.

Processing and Agreement

  • Pre-application is reviewed for eligibility by GMF staff.
  • Eligible applications move to full application stage.
  • Full applications are checked for accuracy and completeness.
  • Projects are then reviewed by peer reviewers or GMF staff, followed by internal analysis.
  • Final funding decisions are made by FCM’s Board of Directors.

Additional information

  • Applications are accepted year-round until annual funds are allocated.
  • GMF staff aim to respond to pre-applications within 15 business days.
  • Funding decisions take about 3 to 5 months for studies and 4 to 6 months for capital projects.
  • Quebec municipalities must have pre-applications approved by MAMH.
