Who is eligible?

Ineligible Costs and Activities

  • Costs incurred before full application submission, except eligible application-writing and assessment costs within the allowed timeframe.
  • Brownfield remediation costs when remediation was already completed or contamination is discovered during the project.
  • Capital project costs outside the approved scope of work.

Processing and Agreement

  • Pre-application is reviewed for eligibility by GMF staff.
  • Eligible applications move to full application stage.
  • Full applications are checked for accuracy and completeness.
  • Projects are then reviewed by peer reviewers or GMF staff, followed by internal analysis.
  • Final funding decisions are made by FCM’s Board of Directors.

Additional information

  • Applications are accepted year-round until annual funds are allocated.
  • GMF staff aim to respond to pre-applications within 15 business days.
  • Funding decisions take about 3 to 5 months for studies and 4 to 6 months for capital projects.
  • Quebec municipalities must have pre-applications approved by MAMH.
