Documents Needed
- Proof of compliance with the francization process for applicants that have employed 25 or more people for at least six months, using one of the accepted OQLF documents.
- The financial aid calculator showing cost estimates for all expenses the applicant considers eligible.
- For type 1 projects, applicable environmental compliance documents, such as the required ministerial authorization, MELCCFP acknowledgement of a declaration of conformity, or exemption details and justification.
- If applicable, the external consultant’s quote and the CVs of the project manager and main team members assigned to the project.
- The applicant’s financial statements for the last two years and, if available, proof of other funding sources, including the resolution showing the applicant’s contribution.

Who is eligible?
- Industries, commercial businesses, and institutions in all activity sectors, including health, social services, and education, except the pulp and paper sector.
- Municipal organizations.
- Business associations and groupings.
- Economic development organizations.
- Social or environmental organizations, including non-profits and social economy organizations.
Who is not eligible
- Applicants listed on the Registre des entreprises non admissibles aux contrats publics (RENA), including partners, subcontractors, or affiliated companies where applicable.
- Companies under the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
- Government ministries and government bodies, except those in the health, social services, and education sectors.
- Pulp and paper mills and consultants applying as applicants.
- Applicants previously terminated for default by RECYC-QUÉBEC in the previous two years, applicants in default toward a public ministry or body, applicants in environmental non-compliance, and applicants whose ethical conduct could damage government integrity.

- Communication, information, training, and awareness activities related to the project
- Professional services, delivery, and contingency costs when applicable

- Expenses incurred before RECYC-QUÉBEC acknowledges receipt of the project, except for services, coordination, and management costs for filing a financial assistance request

- Project maturity, including schedule realism, likelihood of completion on time, sustainability, identified risks, and proposed mitigation measures.
- Relevance to program objectives and fit between observed issues and proposed solutions.
- Viability of supply sources and demonstration of end outlets, where applicable, plus annual reduction or diversion potential.
- Proposed methods to track and measure project outcomes, and the expertise of the applicant team or consultant quality where applicable.
- Justification and relevance of project costs, strength of partnerships or local support, the applicant’s financial viability, and the expected gains and effectiveness of the chosen equipment.
How to apply
- Submit the application through the Moebius financial assistance portal using the applicant’s authorized representative.
- Select the project type that matches the proposed project to avoid refusal and analysis delays.
- Provide a sufficiently detailed project description and include the applicable required documents and information.
- Send all written communications and document submissions through the Moebius portal.
- Use the program email only to request clarifications on the program rules before submitting an application.
Processing and Agreement
- Applications are first screened for admissibility in the order complete files are received.
- If information or a document is missing, the applicant has 10 business days to submit it through Moebius before RECYC-QUÉBEC may issue a refusal notice.
- RECYC-QUÉBEC notifies the applicant whether the project is admissible within 20 business days after the application is complete.
- Admissible projects move to analysis, during which RECYC-QUÉBEC may request additional information and may hold a virtual meeting or phone appointment; a final approval or refusal is communicated within four months of a complete application.
- If selected, the applicant signs a funding agreement and must provide the final report and required expense justifications for the last payment.
Additional information
- One applicant may submit more than one application if each project is distinct and has no shared expenses.
- Organizations previously funded through RECYC-QUÉBEC programs or calls may apply again for a distinct project, but previously funded expenses will not be financed again.
- All documents submitted under the program must be written in French.
- Any attempt to influence funding decisions will result in rejection of the project.
