Overview

The Organic Waste Management Support Program for Industry, Commerce, and Institutions (PMOICI) provides financial assistance of up to $50,000 for projects that improve the management, reuse, or recycling of organic waste. Eligible activities include costs related to building modifications, equipment, organic waste collection, communication, and project implementation in line with RECYC-QUÉBEC's environmental objectives.

Financing terms and conditions

  • First payment of 35% of the total financial aid upon signature of the funding agreement and submission of required documents.
  • Second payment of 65% of the total financial aid upon project completion and approval of the final report, with justification of expenses and supporting documents.
  • Collection costs are reimbursed for a maximum of 12 months, up to 70% of total eligible expenses and up to a maximum of $50,000 per project.
  • Contingency expenses capped at 10% of total eligible costs.
  • Eligible expenses for building modifications and infrastructure are limited to 30% of the total eligible expenses; equipment rental costs are capped at 40% and reimbursable for up to 18 months.

Eligibility

  • The applicant must submit a complete application using the official RECYC-QUÉBEC forms, signed by an authorized representative.
  • The project must be directly related to the management of organic waste within the industrial, commercial, or institutional sector.
  • The applicant must provide supporting documentation demonstrating compliance with environmental regulations or proof that the process of obtaining necessary authorizations has begun.
  • The applicant must demonstrate that municipal organic waste collection services are not available or are inadequate, if requesting funding for collection costs.
  • The applicant must submit recent financial statements for the last two years and, if applicable, proof of compliance with requirements related to the French language (for organizations with 50 or more employees).

Eligible expenses

  • Purchase or rental of equipment for pre-treatment and recycling, including first-year quality analysis fees (limited to a maximum amount per equipment).
  • Delivery fees for establishments located in remote regions (up to a fixed maximum amount per application).
  • Building or infrastructure modifications directly related to the project, such as installing refrigerated rooms or organic matter chutes (subject to a percentage cap of total eligible expenses).
  • Collection fees for residual organic materials for reuse or recycling (with proof that municipal service is unavailable or inadequate; reimbursed for up to 12 months and subject to a maximum cap).
  • Communication, information, training, and awareness expenses related to the project (such as graphic design, promotional material production and distribution, tool development, document printing), within specified percentage and monetary limits.
  • Contingency budget (provisional budget to address cost increases or approved new eligible expenses, subject to a percentage ceiling).
  • Other expenses deemed relevant to project implementation by RECYC-QUÉBEC.

  • Relevance of the project in relation to the objectives of the Program.
  • Quality of the consultant’s proposal, including expertise, methodology, timeline, and costs.
  • Quantity of organic materials diverted from disposal during the project and potential annual diversion after project implementation.
  • Expertise of the applicant organization and project team relevant to the proposed initiative.
  • Financial viability of the applicant and justification and relevance of project costs.

How to apply

  • Step 1: Download Application Forms
    • Access the official RECYC-QUÉBEC website to obtain the required grant application forms.
  • Step 2: Prepare Required Documentation
    • Complete the application form, ensuring it is dated and signed by an authorized representative.
    • If your organization employs 50 or more people for at least six months, include appropriate documentation regarding French language compliance (e.g., certificate of registration, application, or compliance).
    • Provide a declaration concerning any lobbying activities with RECYC-QUÉBEC.
    • Prepare the financial aid calculator, detailing all estimated eligible expenses for the project.
    • Include documentation on environmental compliance as required (e.g., ministry authorization, acknowledgment of application, exemption justification).
    • Attach any relevant correspondence from the Ministry of Environment (MELCC) regarding the project or applicant, such as notices of non-compliance.
    • Include an external consultant submission, if applicable.
    • Provide justification for inadequate or unavailable municipal organic waste collection services, if claiming collection expenses.
    • Attach the CV of the project manager and main team members dedicated to the project.
    • Include agreements between members if the application is presented by a consortium.
    • Submit audited or review engagement financial statements for the last two fiscal years, except for municipal organizations.
    • If applicable, add any other information explicitly required by RECYC-QUÉBEC.
    • For any single expenditure of $25,000 or more, include two quotes and an explanation for the selected provider. If only one quote is available, justify its use.
  • Step 3: Submit Application
    • Send all required documents by email as separate files to: pmoici@recyc-quebec.gouv.qc.ca.
  • Step 4: Eligibility Review
    • Upon receipt, RECYC-QUÉBEC assesses application completeness.
    • If documents are missing, you will be notified and granted 10 business days to submit outstanding documents.
  • Step 5: Application Analysis
    • For complete files, RECYC-QUÉBEC reviews your project according to program objectives and assessment criteria.
    • Additional information may be requested; supply it within the specific timeframe provided by RECYC-QUÉBEC.
    • A meeting or phone call may be organized for clarification on your submission.
  • Step 6: Notification of Decision
    • Receive a decision on the admissibility of your application within 20 business days after submission of a complete file.
    • If accepted, receive formal confirmation of funding and next steps.

Additional information

  • If a project receives funding, a financial agreement is signed between the promoter and RECYC-QUÉBEC.
  • Only expenses actually incurred by the applicant will be considered eligible, and appropriate proof of payment is required.
  • Any attempt to influence the decisions regarding the evaluation of the program will result in the rejection of the project.
  • RECYC-QUÉBEC may use certain nominative information for the promotion of successful project cases, with an agreement from the promoter.
