  • Labour costs, including social benefits
  • Equipment and premises rental, maintenance, and purchase
  • Consulting, subcontracting, communication, and promotion costs
  • Information technology, digital adaptation, and digital management costs
  • Travel costs within public-sector rates

Ineligible Costs and Activities

  • Fines and legal fees, including civil or criminal convictions
  • Expenses eligible for a refundable Quebec tax credit
  • Refundable portion of GST and QST
