• National cultural leisure associations
• Organizations active in the culture sector

Who is not eligible

• Quebec government ministries and budget-funded bodies.
• Designated persons, federal ministries, or federal bodies.
• Organizations in bankruptcy or insolvency.
• Organizations listed in the Register of Enterprises ineligible for public contracts.
• Applicants with unresolved obligations related to a previous Ministry grant.

Eligible expenses

• Labour costs, including social benefits.
• Equipment or premises rental, materials, and equipment purchases.
• Consulting, studies, and subcontracting fees.
• Promotion and travel expenses.
• Administration costs, up to 15% of eligible expenses.

Ineligible Costs and Activities

• Costs not directly related to the organization’s mission.
• Fines, legal costs, and penalties linked to civil or criminal offences.
• Expenses that qualify for a refundable Quebec tax credit.
• The refundable portion of GST and QST.

  • Enter the required information about the organization.
• Step 2: Prepare supporting information
  • Attach the requested documents and details supporting the application.
  • Include any additional information requested by the Ministry.
• Step 3: Submit the application
  • Send the application online during the prescribed submission period.
  • The form is automatically forwarded to the Ministry department responsible for processing.
• Step 4: Respond to follow-up requests
  • Provide any additional documents or clarifications requested during review.
  • Correct any missing information within the required timeframe.

• The application is reviewed by the Ministry, which may use external expertise if needed.
• Applications must be complete, clear, and based on accurate information.
• If information is missing, the applicant may be asked to correct it within 10 working days.
• An agreement must be signed before funding is paid.
• Recipients must provide annual accountability reports and a triennial results form.

• The program supports operating costs tied to the organization’s mission.
• Funding is generally granted on a three-year basis.
• Recipients must provide annual accountability reporting.
• A funding agreement must be signed to receive the subsidy.
