Several Ontario Works policy directive pages were updated to reflect new IES and non-IES distinctions, including the overview and participation requirements. The participation requirements page now says that, for Integrated Employment Services sites, the action plan is completed in SAMS for participants with active or deferred participation requirements, replacing the older Outcome Plan and signed Participation Agreement wording. The application process and reapplications/reinstatements guidance were also revised with terminology updates and process clarification, including references to SAMS/SADA and the use of action plans in the review of reapplications. The revised directive pages are dated April 2026, replacing earlier page dates such as August 2025, September 2023, February 2021, and April 2020 on the updated sources.

Processing and Agreement

  • All decisions affecting eligibility for financial assistance must include the decision, the reasons, the relevant legislative authority, and how it affects financial assistance or participation
  • Internal review requests are noted and documentation is kept on file to support internal review decisions
  • The Social Benefits Tribunal hears appeals under the Ontario Works Act, 1997 and the Ontario Disability Support Program Act, 1997 regarding decisions affecting eligibility for or the amount of social assistance, subject to a prescribed list of exceptions
