Overview

The OASIS Program provides up to $25 million in funding to support municipalities and Indigenous communities in Quebec in planning, implementing, and maintaining green infrastructure projects that help adapt their environments to climate change, specifically reducing heat waves and torrential rain impacts. Eligible activities include risk analysis, development or improvement of green infrastructure, and long-term maintenance of these climate adaptation measures.

Financing terms and conditions

  • For planning projects (Stream 1): Financial assistance of up to $2 million per project.
  • For implementation of green infrastructure (Stream 2): Financial assistance ranging from a minimum of $1 million to a maximum of $25 million per project.
  • For maintenance and sustainability of green infrastructure (Stream 3): Financial assistance of up to $2 million per project.
  • Applications must be submitted no later than March 31, 2026, for all streams; no applications will be accepted after this date.
  • Funding is available until resources are depleted.

  • Planning and implementation of greening projects to increase resilience to climate change impacts, such as heat waves and heavy rainfall.
  • Development and installation of green infrastructure to reduce urban heat islands and manage stormwater effectively.

  • Maintenance and sustainability planning for green infrastructure previously put in place under this program.

Eligibility

  • The applicant must be a municipal organization (agglomeration, metropolitan community, local municipality, or regional county municipality) or an Indigenous community.
  • The proposed project must focus on planning or implementing greening initiatives to enhance adaptation to climate change impacts, particularly addressing heat waves and heavy rainfall.
  • An eligible municipal organization or Indigenous community may apply on behalf of a group of eligible entities, but only one organization will be designated as responsible for the project and reporting.
  • Applications must be submitted no later than March 31, 2026, and are accepted until program funds are depleted.

  • Send all required forms, supporting documents, budgets, and calendars to the OASIS program email address
  • Submit applications before March 31, 2026 or until funds are exhausted
