Eligibility

Who is eligible?

  • All 144 municipalities in Northern Ontario.

Eligible expenses

  • Capital costs and expenses required to complete the project.
  • Construction, upgrading, or replacement of new or existing infrastructure.
  • Project costs directly related to the proposed project and recorded as a capital expense.
  • Expenses incurred on or after April 1, 2026.

Ineligible Costs and Activities

  • Operating expenses.
  • Rolling stock, such as trucks and graders.
  • Stand-alone studies, such as feasibility, engineering, or strategy studies.
  • Movable or transitory equipment, legal fees, taxes, and costs of completing applications for other funding programs.

Eligible geographic areas

  • Northern Ontario, including the territorial districts of Algoma, Cochrane, Kenora, Manitoulin, Nipissing, Parry Sound, Rainy River, Sudbury, Thunder Bay, and Timiskaming.

How to apply

  • Municipalities must be registered and have access to the TPON system to submit a Project Information Form and participate in the program.
  • Submit the Project Information Form for proposed projects through the Transfer Payment Ontario system.

Processing and Agreement

  • Project Information Forms are reviewed to ensure they meet NORDS Fund eligibility requirements.
  • Funding is disbursed only after all required project information has been received and reviewed, and the recipient has entered into a transfer payment agreement with the Ministry of Northern Economic Development and Growth.
  • Recipients must submit annual reports with a status update, work completed, and confirmation of how funding was utilized.
  • Recipients must submit a workplan for proposed projects before receiving their allocation for the next Program Year.
  • Recipients must seek ministry approval for changes to submitted projects or priorities.
