Eligibility
- The applicant must be an Indigenous group or community not eligible for the Atlantic or Pacific Integrated Commercial Fisheries Initiatives (AICFI or PICFI).
- The project must be aligned with the applicant’s or community fishing enterprise’s business development plan and support its development or implementation.
- The application must include a minimum 10% cash contribution from the applicant towards the total project costs.
- The applicant must obtain all required permits and licences for the aquaculture project and ensure they remain valid for the duration of the project.
- A letter of support from an authorized representative (Chief, Executive Director, President, Mayor, or Band Council Resolution) must accompany the application.

Eligible expenses
- Expansion or upgrades to existing aquaculture facilities (marine finfish, shellfish, or freshwater/land-based) where expansions or upgrades have already been approved under the aquaculture licence.
- Purchase of equipment, gear, and infrastructure for new or expanded aquaculture operations with required approvals.

Eligible geographic areas
- All areas where Fisheries and Oceans Canada (DFO) manages the fishery, without geographic restriction for eligible Indigenous groups not eligible for AICFI or PICFI.
Selection criteria
- Alignment of the project with the community's Business Development Plan.
- Demonstrated potential for revenue and profit generation.
- Creation of employment opportunities, including for Indigenous personnel.
- Capacity-building and training provided to community members.
- Measures to ensure the project's long-term economic sustainability beyond NICFI funding.
How to apply

Initiate contact with program
- Contact the NICFI Program Authority for initial guidance
- Be directed to your community's Business Development Team (BDT) member

Develop business case and plans
- Work with the Aquaculture BDT member to develop work plans and a detailed business case
- Ensure the business case includes project purpose, alignment with business development plan, budget details, and funding sources
- Gather necessary supporting documentation (quotes, technical requirements, regulatory needs)

Complete and assemble application
- Complete the NICFI Aquaculture Development Application Form
- Attach required documents: financial statements (3 years), résumés of key individuals, permit and licence copies, proof of minimum 10% cash contribution, and letter of support from an authorized representative

Submit application package
- Submit the complete application to the NICFI Program Authority by November 30
- Confirm inclusion of all supporting documents and required signatures

Application evaluation and review
- DFO refers the application to the Third-Party Evaluator for technical and economic review
- The evaluator may meet with your community’s representatives for further assessment

Receive final decision and offer
- The Application Review Board reviews the TPE’s findings and makes recommendations to DFO
- Final decision on funding approval is made by DFO
- If approved, a Letter of Offer is sent detailing funding and conditions

Sign agreement and finalize process
- If in agreement, the authorized representative accepts the Letter of Offer in writing
- A contribution agreement is drafted for ratification by both parties
