- Property owners with outstanding tax arrears
- Projects that have already started before application submission

- Planning application fees, building permit fees, and development charges

- Applications submitted after work has started
- Costs above the eligible project cost
- Additional incentive programs for applicants under the Tax Increment Equivalent Grant Program

Processing and Agreement
- Applicants are encouraged to have a pre-consultation meeting before applying.

- If approved, a program agreement may be required before funding is paid.
