Who is eligible?
- Registered property owners or authorized tenants.
Eligible expenses
- Exterior modifications to meet the requirements of the Accessibility for Ontarians with Disabilities Act (AODA) and exterior improvements that implement a City Council Approved Urban Design Guideline.
- Repair or replacement of doors or windows along street facades.
- Exterior security measures, including CCTV Camera and Security gate.
- Permanent landscaping improvements on private property visible from the public street, outdoor heating and cooling equipment, solar panels, and patio on private property.
- Other improvements deemed health and safety and accessible issues eligible at the sole discretion of the General Manager, Planning, Building and Development.
Ineligible Costs and Activities
- Temporary, non-permanently affixed improvements such as outdoor patio furniture, interior furniture, plexiglass partitions, or display case equipment.
- Business interruption expenses.
- Business equipment.
- Paving.
- Window screening, tools, and any other cost or improvement deemed not to meet the intent of the program at the sole discretion of the General Manager, Planning, Building and Development.

- Attend the intake meeting where staff identify applicable programs and review eligibility criteria, application requirements, and supporting documentation.
- If an Intake Period is identified for the program, submit the application during that period.
- Submit the application through the City of Niagara Falls CityView Portal.
- Provide a complete application with all required supporting materials before the review process begins.
Processing and Agreement
- Complete applications are circulated internally for comments, with a typical three-week circulation period.
- City staff prepare a recommendation report for City Council or its authorized delegate.
- City Council or its delegate may approve, modify, or reject the incentive amount.
- Approved applicants must enter into a written agreement with the municipality before financial assistance is issued, except for the Environmental Study Grant.
- Agreements are registered on title and set out timelines, performance standards, and compliance obligations.
