- Project-related service, subscription, license, facility rental, travel, conference, and patent protection costs.

- Routine changes to existing products, processes, or operations.
- Costs related to buildings, land, infrastructure, or overhead.

- Selected recipients must sign a Master Project Agreement and a collaboration agreement.
