New Home Program deadline and terms updated
The New Home Program terms and conditions now newly visible for the program set the application deadline at February 28, 2027 and add detailed applicant, property, and completion-date rules. The terms also add new deliverable requirements for Step Code and other rebate categories, including the documents that must be submitted within six months after the completion date and by February 28, 2027, whichever comes first. On the program page, the application cut-off for dual-fuel and all-electric homes changed from December 31, 2027 to February 28, 2027, and the integrated design rebate is now shown as closed to applications. Eligibility
Who is eligible?
- A licensed residential builder with a GST number and a valid B.C. business license.
- An owner builder authorized by BC Housing.
- An Indigenous governing body, as defined in the British Columbia Declaration on the Rights of Indigenous Peoples Act, 2019, as an entity that is authorized to act on behalf of Indigenous peoples that hold rights recognized and affirmed by section 35 of the Constitution Act, 1982.
Who is not eligible
- Projects outside FortisBC’s gas or electricity service areas.
- Homes that are not new construction.
- Homes not built on a permanent foundation.
Eligible expenses
- Consulting fees of Integrated Design Process (IDP), building science consultants, and mechanical design specialists on individual homes.
- Hiring a program-qualified energy advisor.
- Optional mid-construction blower door test.
- Drain water heat recovery system and connected thermostat.
- ENERGY STAR refrigerators, washers, and dryers.
Eligible geographic areas
- FortisBC gas service area.
- FortisBC electricity service area.
- Municipal electricity customers of Grand Forks, Penticton, Summerland, and Nelson Hydro.
Selection criteria
- Eligibility under the New Home Program requirements.
- Use of an eligible mechanical system.
- Compliance with the BC Energy Step Code rebate level.
How to apply
- Step 1: Work with a program-qualified energy advisor
- The advisor prepares the application using the required tools.
- Step 2: Submit the application online
- The energy advisor submits the application through FortisBC’s online portal.
- Step 3: Receive the rebate
- If eligible, the rebate is mailed as a cheque.
- Allow up to 90 days for processing.
