Who is eligible?
- Canadian SMEs eligible for funding as NRC IRAP clients
- Singaporean companies registered and operating in Singapore
- Other parties such as research institutes or universities may be included in the consortium
- Canadian organisations may participate on a self-funded basis or as subcontractors
Who is not eligible
- Consortia with direct, indirect, beneficial or constructive ownership interest between the Canadian and Singaporean partners, or with conflicting interests
- Projects with a current affiliation with an organisation on the Named Research Organization list are not directly funded by the NRC

- Qualifying cost items for eligible Singaporean companies under the Enterprise Development Grant (Co-Innovation Programme), or EDG (CIP)
Selection criteria
- Impact: market address, value creation, competitive advantages, and commercialisation plans.
- Excellence: degree of innovation, use of new knowledge, scientific and technical challenge, and technical achievability and risk.
- Quality and efficiency of implementation: consortium quality, added value through international cooperation, project management and planning, and reasonable cost structure.
- Overall perception: experts list positive and negative points and state whether they recommend the project for public funding.
How to apply
- Contact your national funding body using the contact form on Eureka’s website to discuss your project idea, financial viability, eligibility and national procedures.
- Complete one application form per consortium in English and invite other consortium partners to fill in a partner form.
- Upload a GANTT chart, a signed and completed co-signature form, and any additional required annexes.
- Canadian applicants must register by 26 May 2025 on the NRC IRAP International opportunities call webpage to request an Expression of Interest form, then submit the EOI form by 13 June 2025.
- Singapore applicants must visit apply.gov.sg/grants/business/listing, locate EDG (Co-Innovation Programmes), log in to Business Grants Portal using CorpPass, complete the application form, and apply by 23:00 on September 1, 2025 (SGT) via the Business Grants Portal and the Eureka application.
