Who is not eligible
- US State governments.
- Institutions of Higher Education, except Minority Serving Institutions.
- Large Nonprofit Organizations that received more than $10M from Department of the Interior bureaus and offices combined in the past three years.
Eligible expenses
- The market value of the interest in real property.
- Real property valuation, UASFLA appraisals, UASFLA appraisal reviews, and relocation expenses if qualified and required under 49 CFR, part 24.
- Title insurance.
- Costs of compliance with the National Environmental Policy Act, the Endangered Species Act, and the National Historic Preservation Act, plus recording fees, transfer taxes, documentary stamps, evidence of title, boundary surveys, legal descriptions, prepayment penalties, and allowable pro-rata prepaid real property taxes.
Ineligible Costs and Activities
- In the United States, in-kind contributions such as volunteer labor, donated goods or services, or other items not paid for with cash are not eligible as matching contributions for NMBCA projects.
- An accomplishment completed before proposal submission that is part of another Federal grant or cooperative agreement is ineligible, except where the authorizing statute specifically allows it to count toward matching or cost-sharing requirements of other Federal programs.
- Taxes for which exemptions are available are unallowable as real property acquisition costs.
Selection criteria
- Priority is given to more imperiled species listed on the Birds of Conservation Concern 2021 report.

- Set up the accounts with the correct user roles.
- Fill out the forms on GrantSolutions completely and accurately.
- Submit the proposal through GrantSolutions with the required narrative, abstract, budget forms, and GIS project-area file.
Processing and Agreement
- Eligible project proposals are reviewed annually by a panel of Service staff and outside experts.
- The panel makes funding recommendations to the FWS Director, who approves projects for funding on behalf of the Secretary of the Interior.
- If a proposal is selected and the award is accepted, compliance with the Grant Administration Standards and Guidance is required.
- Annual performance and financial reports are due 90 calendar days after the interim report end date, and final financial and performance reports are due within 120 days of the end of the performance period.
