- Other groups and organizations without registered charitable status if they are sponsored by a registered charity or a municipality
Who is not eligible
- Organizations whose mission or programs encourage hate or go against the principles of respect, justice, and equity
- Religious organizations, unless all funded services are clearly and distinctly non-discriminatory, non-sectarian, and benefit the community as a whole
- Public schools, charter schools, and private schools for operating budgets, curriculum programs from kindergarten to grade 12, capital projects, staff, administration, or programs

- Organizations whose mission or programs encourage hate or run counter to the principles of respect, justice, and equity are not funded.

Processing and Agreement
- Applications are reviewed by a designated evaluator.

- The evaluator makes recommendations to the Tillotson advisory committee.
- The advisory committee makes the final funding decisions.
- Final reports must be submitted on GrantSource.
- For multi-year grants, progress should be discussed throughout the grant period.

- All applicants must first contact the Tillotson Fund staff before submitting an application.
- Grant recipients can have only one active grant at a time, except for the EXPRESS program.
- Organizations may apply for a Tillotson Fund grant and a New Hampshire Charitable Foundation grant in the same year.
