Eligibility

Who is eligible?

  • Non-profit and community-based organizations.
  • Organizations based within the boundaries of the Corporation of the Town of Cobourg.
  • Organizations created primarily for a charitable object or purpose, registered as not-for-profit, or returning 75% or greater of net proceeds to the community.

Who is not eligible

  • Commercial businesses, for-profit organizations, and individuals.
  • Organizations that act as a funding body or make grants to another organization.
  • Organizations that are the responsibility of a higher level of government or education, or are precluded under the Municipal Act.
  • Organizations that receive 75% or greater of their funding from the federal or provincial government.
  • Recreational sport groups, except minor sports organizations.

Eligible expenses

  • General operating expenses, including administrative costs and program-related expenses.

Ineligible Costs and Activities

  • Capital projects under Community Project requests.
  • Deficits of the organization.
  • An organization’s debts.
  • Activities that serve primarily the membership or purposes of religious or political organizations.
  • Sponsoring an individual athlete or team for a competition, or subsidizing participation in a sports event.

  • Promotes and improves the cultural, social, and economic well-being of the community and aligns with the Town’s values.

How to apply

  • Review the Municipal Community Grant Policy and program information at Cobourg.ca/grants.
  • Complete the Municipal Grant Application Form and include any required documentation outlined in the form.
  • Submit the completed application and attachments to the Legislative Services Department by email, mail, fax, or in person by October 31st of the year preceding the year in which the grant is being requested.

Processing and Agreement

  • Completed applications received by the October 31st deadline are forwarded to Council as part of the annual budget deliberations for review and consideration.
  • Applications progress through initial review by municipal staff, then Deputy Mayor and Council Coordinator review, then Council budget meeting review.
  • Council evaluates applications using the basic principles and funding eligibility principles in the Municipal Grants Policy and the prescribed application form.
  • Applications determined to be ineligible for funding are notified in writing after approval of the Town’s annual operating budget.
  • All recipients must complete the Municipal Grant Reporting Form within three months after the project, program, or event, or by September 30th of the following year.

Additional information

  • Upon receipt of an application, a confirmation email is sent, but acknowledgement does not mean approval.
  • Special Events grants received after the grant deadline are forwarded directly to Council for consideration.
  • Applications received by the deadline are forwarded to Council as part of the annual budget deliberations.
