Eligible expenses
- Professional fees, studies, consultations, and citizen engagement
- Project-related training, writing, editing, translation, research, graphic design, printing, promotion, advertising, marketing, and communications
- Equipment rental or purchase of non-integrated equipment, local rental, travel and training in Quebec
- Artist fees, spectator tickets linked to a larger project, and unreimbursed sales taxes
Ineligible Costs and Activities
- Operating costs and recurring activities
- Infrastructure, restoration, and immobilization projects
- Funding for prizes, bursaries, profit-making, fundraising, or sponsorship activities
- Projects already completed or already funded by the Government of Quebec for the same project
- Alcohol, tobacco, cannabis, gifts, legal fees, and land or property purchases

Processing and Agreement
- Applications are reviewed by the Ministry and may be assessed with external expertise
- Eligibility is confirmed within a maximum of 10 working days after the initial submission
- Eligible applications are analyzed and may be prioritized based on the program criteria
- If selected, the applicant receives a financial proposal and must complete the full agreement
- The agreement is signed and funding is paid according to the program rules and reporting requirements
