Who is eligible?

  • Applicants with pure research projects
  • Stand-alone awareness, conference, workshop, website, or app projects
  • Projects limited to services that are the responsibility of other levels of government

Eligible expenses

  • Personnel, travel, and accommodation
  • Materials, equipment, rent, and utilities
  • Evaluation and dissemination costs
  • Other costs related to the approved project

Ineligible Costs and Activities

  • Pure research
  • Ongoing organizational activities and operational support
  • Stand-alone awareness, website, app, conference, symposium, or workshop projects
  • Capital costs such as land, buildings, or vehicles
  • Membership fees and costs above Treasury Board travel and hospitality rates

Processing and Agreement

  • LOIs are screened for eligibility and completeness
  • Submissions undergo a comprehensive review
  • Successful applicants are invited to submit a proposal
  • Proposals are reviewed again before funding decisions are made
  • Applicants are notified by email, usually within 45 days for tobacco-focused LOIs

  • The program is being phased out and replaced by the Healthy Canadians and Communities Fund.
  • Only Letters of Intent focused on tobacco use are currently being accepted.
  • Applicants will be notified by email.
  • Successful projects may use pay-for-performance agreements.
