Eligibility

Who is eligible?

  • Legally incorporated for-profit SMEs under the laws of Quebec or Canada
  • Collective enterprises, including cooperatives and nonprofits within the meaning of the Social Economy Act

Who is not eligible

  • Applicants registered in the Register of Enterprises Ineligible for Public Contracts (RENA), including their subcontractors planned for the project work
  • Applicants not compliant with the francization process or listed on the non-compliant businesses list published by the OQLF
  • Applicants who have failed to meet their obligations after prior assistance, state-owned corporations, businesses controlled by a government, businesses under insolvency law protection, as well as applicants with conduct contrary to integrity, the environment, or labor and human rights standards
  • Businesses in the pre-startup phase or in restructuring, as well as those operating in excluded sectors: controversial weapons, fossil fuels, gambling, violent games, sexual exploitation, real estate management and development, tobacco or drugs, subject to the limited exceptions provided for the FLI in cannabis and industrial hemp

Eligible expenses

  • Additional working capital needed to carry out the project, for a maximum period of two years
  • Capital expenditures directly related to the project, including technology, land, building, equipment, machinery, rolling stock, construction, expansion, renovation and space fit-up
  • Professional fees incurred before the project, such as feasibility analysis, external audit or impact study
  • Professional fees directly related to bringing the project to fruition
  • For entrepreneurial succession projects, acquisition of ownership interests or assets of the target company, as well as professional fees related to the transaction and the transfer of management

Ineligible Costs and Activities

  • Expenses incurred before the application is submitted
  • Debt service, repayment of upcoming loans, capital loss, replacement of capital or any payment disbursed as capital
  • Transactions between related businesses or partners
  • Research and development expenses as well as expenses related to the normal operation of the business
  • Applicable sales taxes in Quebec
